The contractor shall perform shock and vibration testing on developmental, prototype, and production SatCom devices and enclosures designed to operate in adverse DoD environments. Testing will be conducted according to test plans provided by DMEA (S&V Test Plan-QRE and S&V Test Plan-Avionics, both dated December 16, 2025). The contractor must provide DMEA with recommendations for tailoring the test plans to contractor equipment prior to testing initiation and advise on fixturing required to integrate Devices Under Test with relevant test equipment. The base contract includes five rounds of vibration testing (Tests #1–#5) and five rounds of shock testing (Tests #1–#5), with three additional optional vibration tests (Tests #6–#8) and three optional shock tests (Tests #6–#8). The contractor shall schedule each test within 30 days of DMEA's request, allow DMEA engineers to observe and prepare concurrent electrical monitoring equipment, and return all DMEA-provided materials upon completion. Test reports must be submitted within five days of completion and include test parameters, analysis of results, faults, anomalies, and technical conclusions. DMEA will provide shock/vibration test fixtures, SatCom systems to be tested, and electrical test equipment (all TBD availability). The sole data deliverable is a Technical Report (Final Report) due 15 days after completion of each testing round, marked with DISTRIBUTION STATEMENT D and government unlimited data rights statement. 1.0 SCOPE:
1.1 TITLE: QRE Shock and Vibration Testing
1.2 APPLICABILITY: The QRE Program is currently fabricating developmental, prototype, and production SastCom Devices and Enclosures for DoD Customers that are required to function in adverse operational environments.
1.3 BACKGROUND: The QRE Program routinely develops SatCom devices that are used operationally in all corners of the world. In order to ensure the systems are capable of functioning and surviving in various extreme environment, they need to be operated in representative environments.
1.4 PURPOSE: Perform Shock and Vibration tests on DMEA’s SatCom Systems

3.0 REQUIREMENTS:
3.1 GENERAL REQUIREMENTS:

3.3 TASK REQUIREMENTS: The contractor will perform Shock and Vibration testing in accordance with test plans provided by DMEA. The contractor will provide DMEA recommendations for tailoring DMEA provided Test Plans for use with contractor equipment prior to the start of any testing. The contractor will advise on fixturing required to integrate Devices Under Test (DUTs) with relevant test equipment. The contractor will summarize all test results in a final technical report for a given test cycle/run. (A001)
3.3.1 VIBRATION TESTING REQUIREMENTS: The contractor shall provide a date/time for Vibration test execution that falls within 30 days of DMEA’s request to schedule a test. The contractor shall allow DMEA Engineers to prepare concurrent electrical monitoring equipment and observe the tests as they are performed, as necessary. All materials provided by DMEA to support test execution shall be returned to DMEA upon completion of testing.
3.3.1.1 VIBRATION TEST #1: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.1.2 VIBRATION TEST #2: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.1.3 VIBRATION TEST #3: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.1.4 VIBRATION TEST #4: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.1.5 VIBRATION TEST #5: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.2 SHOCK TESTING REQUIREMENTS: The contractor shall provide a date/time for Shock test execution that falls within 30 days of DMEA’s request to schedule a test. 3.3.2.5 SHOCK TEST #5: The contractor will perform one (1) round of shock testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.3 TEST REPORT REQUIREMENT: The contractor will provide test reports to DMEA for each test performed within five (5) days of test completion. Test Reports should include test parameters and an analysis of any results, faults, and/or anomalies that occurred during testing, as well as technical conclusions, where applicable. (A001)

3.3.5 OPTION SHOCK TESTING REQUIREMENTS: The contractor shall provide a date/time for Shock test execution that falls within 30 days of DMEA’s request to schedule a test. The contractor shall allow DMEA Engineers to prepare concurrent electrical monitoring equipment and observe the tests as they are performed, as necessary. All materials provided by DMEA to support test execution shall be returned to DMEA upon completion of testing.
3.3.5.1 VIBRATION TEST #6: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.5.2 VIBRATION TEST #7: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.5.3 VIBRATION TEST #8: The contractor will perform one (1) round of vibration testing on specified SatCom Systems, using fixtures provided by DMEA.
3.3.6 OPTION TEST REPORT REQUIREMENT: The contractor will provide test reports to DMEA for each option test performed within five (5) days of test completion.
