About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 19 (VISN 19) issued a Special Notice of Intent to award a sole source contract for Home Oxygen Services in Montana to Northwest Respiratory Services. This notice, posted on November 21, 2025, announces the agency's intention to enter into a one-year Indefinite Delivery/Indefinite Quantity contract with a firm fixed price structure. The contract is designated as an interim measure to ensure continuity of home oxygen services for veteran beneficiaries while the VA pursues a longer-term competitive procurement. Although the solicitation number is 36C25926Q0107, this is not a competitive request for quotes, meaning the government intends to award directly to the named contractor. The applicable NAICS code is 532283 (Home Health Equipment Rental) with a $41 million size standard, and the Product Service Code is Q999.
The primary objective of this interim contract is to maintain uninterrupted home oxygen services for veterans in Montana while allowing the VA adequate time to conduct a full and open competition for a new long-term contract, address any potential protests, and facilitate a transition period if necessary. The response deadline for firms wishing to challenge the sole source award is December 5, 2025, at 10:00 Mountain Time, with the contract period running from April 1, 2026, through March 31, 2027. Interested contractors must submit written notification with detailed supporting evidence demonstrating their capability to perform the requirements and must be registered in the System for Award Management (SAM) at the time of submission. While the government has indicated its preference for Northwest Respiratory Services, it reserves the right to evaluate any responses received and make its own determination regarding competition; however, if no responses are submitted, the government will proceed with the sole source award as planned.
