The comprehensive scope of work includes project management, interior design, furniture, fixtures and equipment (FF&E) procurement and installation, space planning, Concept of Operations (CONOPS) planning, transition planning, staffing coordination, acquisition support, warehousing and relocation services, activation services, staff training, and post-occupancy support. The contract is firm fixed price with a 36-month base period running from January 9, 2026 through January 8, 2029, and encompasses a new 196,382 net usable square foot outpatient clinic designed to decompress the Temple VA Medical Center and serve approximately 582 staff members. Evaluation will be conducted using a best value approach, with assessment based on technical approach, key personnel qualifications and experience, past performance references, and pricing. Quote submissions are due by November 24, 2025 at 12:00 EDT, with offers remaining acceptable for 180 days following submission.
This solicitation is designated as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside with no other set-asides applied. The estimated contract value is $20 million for the base period, with the government reimbursing travel costs on a cost basis separate from the firm fixed price. The facility is entirely new construction with no equipment reuse planned, requiring the contractor to procure all furniture and equipment specifically for this project.
