About this file

This is a Pricing Worksheet for the Killeen Military Sealift Operations Center (MSOC) Initial Outfitting Transition and Activation (IOTA) contract solicited by the Department of Veterans Affairs Technology Acquisition Center Austin. The pricing template covers multiple Contract Line Item Numbers (CLINs) including Pre-Activation Services, Warehousing Services, Activation Services, and associated travel, spanning from January 2026 to September 2029. The worksheet requires offerors to detail labor categories, rates, and hours across four periods, with specific tasks including project management, interior design, transition planning, acquisition planning, warehousing management, relocation services, staff training, and post-occupancy support.

Key instructions for completing the pricing worksheet include identifying labor categories with industry standard titles, specifying whether personnel are from prime or subcontractor firms, providing labor rates for all periods, and entering hours for each task. The template emphasizes that travel costs should not be included in pricing, labor rates must be provided for all years regardless of task completion period, and the pricing must mirror Section B.2 of the solicitation document. The total evaluated price is calculated across base and optional tasks, with a note that the government will separately add travel costs to the final contract award.
