About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 (VISN 12) has issued a Special Notice for a sole-source procurement opportunity regarding BioDose/NMIS enterprise licensing. The procurement is anticipated to proceed through negotiation with Mystic Ventures Group, a certified service-disabled Veteran-owned small business (SDVOSB). The authority for this procurement derives from Public Law 109 Section 502 and VAAR 819.7008, which permit the use of noncompetitive procedures for SDVOSB procurements. The contracting office is located in Milwaukee, Wisconsin, and the opportunity is classified under Product Service Code Q522 (Medical-Radiology) and NAICS Code 621512 (Diagnostic Imaging Centers). This notice explicitly states that the government does not require a determination that only one SDVOSB can meet the requirement, indicating openness to alternative qualified vendors.

The objective of this procurement is to secure BioDose/NMIS enterprise licensing upgrades for multiple facilities within VISN 12. Interested vendors who are authorized to provide these enterprise licensing upgrades and hold current SDVOSB certification must submit authorization letters, records of successful performance, and proof of certification by March 16, 2026, at 10:00 AM Central Time to brandon.harris@va.gov. Eligibility is restricted to verified service-disabled Veteran-owned small businesses or Veteran-owned small businesses (VOSBs) that can demonstrate authorization from the original equipment manufacturer. The procurement falls under the simplified acquisition threshold, allowing for streamlined noncompetitive procedures while still permitting qualified alternative vendors to compete. This notice is not a competitive request for quotes but rather an invitation for qualified vendors to express interest and provide documentation of their qualifications and certifications.
