About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2, is soliciting teleradiology services to support the Albany-Stratton VA Medical Center's Radiology Department. The contractor must furnish Board Certified Radiology Physician Services to interpret various imaging modalities including plain films, CT exams, ultrasound, MRI, nuclear medicine, and mammography, with services delivered remotely and meeting timeliness requirements of one hour for STAT exams, four hours for urgent exams, and 24 hours for routine exams. Key qualifications include current, unrestricted medical licenses in the United States; board certification by the American Board of Radiology; completion of VA credentialing and privileging; and compliance with VA privacy, security, and HIPAA requirements. The contractor must also establish and maintain secure telecommunications connections and provide all necessary equipment and software. Evaluation criteria emphasize technical capability (qualifications and experience of candidates, staffing plan and contingency procedures, IT security capabilities), past performance with preference given for prior VA experience, and price. The original proposal due date was April 9, 2026; however, Amendment 0001, effective March 31, 2026, extended the offer deadline to April 16, 2026, and clarified that this is a new requirement with no incumbent contractor.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). As a new requirement, there are no current incumbent contractors. The contract is structured as a firm-fixed-price, indefinite-delivery/indefinite-quantity award with a guaranteed minimum order of $100,000 for the base year and a potential aggregate contract maximum of $3,000,000 over the entire contract period. The contractor must support an estimated annual workload ranging from 1 study for specialized modalities (MR Prostate, MRI Cardiac) to 1,061 studies for plain films across 19 line items. Services are to be performed at an off-site location, with invoices submitted electronically through the Tungsten Network portal monthly in arrears and payment made by electronic funds transfer in accordance with the Prompt Payment Act. The place of performance is Albany, NY 12208.
