About this opportunity

The Department of Veteran Affairs in Memphis, TN requires five technologists (two ultrasound, two CT Techs, and one General X-Ray) who are certified by the American Registry for Diagnostic Medical Sonography (ARDMS) and the American Registry of Radiologic Technologist (ARRT). The technologists will provide varying shift coverage and on-call services, and must stay within a 30-minute radius of the facility for urgent/emergency procedures. The requirement may be adjusted with a 90-day notice if the Memphis VA Medical Center is able to hire permanent VA staff.

Services to be provided by the contractor:

The purpose of this amendment is to answer vendor questions and update the price schedule.

This solicitation is amended to respond to additional Vendor questions, to update the price schedule by removing and

replacing section B.2 Schedule of Services, to correct PWS Paragraph 2.1.5., and to add an X-Ray Technician certification

requirement to PWS paragraph 2.1.1.

For the X-Ray Technician, is there any certifications they are required to have?

Yes, ARRT is required.

Para 2.1.5:Â Is ACLS really intended to be required?

No, BLS is required.

The Solicitation is amended to remove and replace Performance Work Statement (PWS) paragraph 2.1.1. with the following:

License: The Contractor s technologist(s) assigned by the Contractor to perform the services covered by this contract shall have a current certification as required in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. Technologist(s) who perform MRI and CT services must have advance registry by ARRT. X-Ray Technicians must be certified by ARRT. Technologist(s) who perform ultrasound services shall be registered by ARDMS.

All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor s technologist(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract.

The Solicitation is amended to correct PWS paragraph 2.1.5. by replacing it with the following:

Training (BLS*, EHR, Rad/NM, and VA MANDATORY): Contractor shall meet all VA educational requirements and mandatory course requirements defined herein; all training must be completed by the contractor s technologist(s) as required by the VA. Other training may become required. VA will communicate any changes to the training requirement to the contractor.

B.2 SCHEDULE OF SERVICES

The Contractor shall furnish all personnel to provide services necessary to perform onsite Diagnostic Radiologic Technologist Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, Memphis (hereinafter referred to as VAMC Memphis).

All VA Radiology Diagnostic Imaging Services are accredited by the American Registry for Diagnostic Medical Sonography (ARDMS) and the American Registry of Radiologic Technologists (ARRT). As such any Contractor providing onsite radiology diagnostic imaging services must adhere to the guidelines and standards of the American Registry for Diagnostic Medical Sonography ARDMS | American Registry for Diagnostic Medical Sonography for Ultrasound Technologists and the guidelines and standards of the American Registry of Radiologic Technologists https://www.arrt.org for MRI, CT and General X-Ray Technologists.

Pricing Instructions:

The offeror is instructed to edit the number of Sub-Line Item Numbers (SLIN) to correspond with the number of key personnel submitted for the LIN. Affiliate Offerors shall include the title of the personnel submitted. Other commercial health care Offerors shall identify by title/position or level of experience the key personnel submitted. Also, renumber SLINs if adding or removing Key Personnel. The offeror is instructed to include all other than price and cost information supporting the proposed price as directed in Instructions to Offerors addendum to 52.212-1 and/or Section D- Contract Documents., Exhibits, or attachments, Other Than Cost And Pricing Information.

The Contractor shall propose 5 (key personnel to be credentialed and be available for scheduling to meet the requirements of the contract).

Travel, Lodging, and Per Diem

All proposed pricing for travel, lodging, and per diem must comply with Federal and VA policy on travel, lodging, and per diem.

We do not prefer sample candidates. Sample candidate information would be submitted as part of past performance experience information.

In regard to the statement in the Solicitation that this effort is contingent upon the Government hiring full-time Radiology personnel, does the Government anticipate a need for the contract after those positions are filled? Or would the Government cancel the contract upon filling those positions?Â

The Government would not cancel the contract rather would reduce quantities based on hiring success. Notice would be provided in a timely fashion IF the medical center is able to hire.

3. Under 1.2. Place of Performance: Contractor shall furnish services at the Memphis VA Medical Center, 1030 Jefferson Ave, Memphis, TN, 38104. Can the government please provide clarification if the technicians will be required to work at different locations since there is a Sub-Line Item (SLIN) Number 0007 Travel and Lodging? Or can that SLIN be use for the PRN ( As need )/Temporary technicians when filling in for vacancies? Â Â

Work is to be performed at the VA Medical Center. Travel and lodging are lines to be used if candidates must travel in from another location to work under this contract. You are free to add additional SLINs as you feel appropriate.

4. Under 2.8.3.      The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the Contractor s personnel due to sick leave, personal leave, vacations and additional coverage as required. In the event a scheduled technologist is unable to complete an assigned shift, the contractor shall provide replacement technologist coverage within 2 hours and notify the Contracting Office Representative (COR) at the Memphis VAMC immediately of the schedule change. Can we get clarification to determine if the contract needs to have a pool of PRN ( As need )/Temporary technicians to be available to report within a 2 hour window?  Â

The desire is to have a back-up candidate for each position.

5. Under 1.1, General, the Ultrasound Technologist, MRI and X-Ray tech positions require to be on-call. However, in the pricing table there is only one SLIN for Overtime Hours and one Call Back Hours. Since the rates are different for each labor category, will the government consider creating 3 individual for each SLINs? Â

This was an oversight. We will publish a revised price schedule with the amendment answering these questions.

The price schedule contained an error in that it was not separated by position for pricing of call, call-back, overtime, etc. The price schedule has been amended as follows: Remove and replace Section B.2 Schedule of Services with the following amended paragraph B.2 Schedule of Services:

B.2 SCHEDULE OF SERVICES

The Contractor shall furnish all personnel to provide services necessary to perform onsite Diagnostic Radiologic Technologist Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, Memphis (hereinafter referred to as VAMC Memphis).

All VA Radiology Diagnostic Imaging Services are accredited by the American Registry for Diagnostic Medical Sonography (ARDMS) and the American Registry of Radiologic Technologists (ARRT). As such any Contractor providing onsite radiology diagnostic imaging services must adhere to the guidelines and standards of the American Registry for Diagnostic Medical Sonography ARDMS | American Registry for Diagnostic Medical Sonography for Ultrasound Technologists and the guidelines and standards of the American Registry of Radiologic Technologists https://www.arrt.org for MRI, CT and General X-Ray Technologists.

Pricing Instructions:

The offeror is instructed to edit the number of Sub-Line Item Numbers (SLIN) to correspond with the number of key personnel submitted for the LIN. Affiliate Offerors shall include the title of the personnel submitted. Other commercial health care Offerors shall identify by title/position or level of experience the key personnel submitted. Also, renumber SLINs if adding or removing Key Personnel. The offeror is instructed to include all other than price and cost information supporting the proposed price as directed in Instructions to Offerors addendum to 52.212-1 and/or Section D- Contract Documents., Exhibits, or attachments, Other Than Cost And Pricing Information.

The Contractor shall propose 5 (key personnel to be credentialed and be available for scheduling to meet the requirements of the contract).

The purpose of this amendment is to answer vendor questions.

Update #1 ·

The Contractor shall provide to the Department of Veteran Affairs, Memphis, TN five (5) technologists (two (2) ultrasound, two (2) CT Techs, and one (1) General X-Ray). The Ultrasound Technologists shall be certified by the American Registry for Diagnostic Medical Sonography (ARDMS). The CT Techs shall have their advance registry by American Registry of Radiologic Technologist (ARRT). The shift coverage for these techs will vary and on-call services is required. The on-call services as described herein. Contract employees must stay within a 30-minute radius of the client facility to perform urgent/emergency procedures when the employee is on-call. Upon request for the technologist services, the contractor will also be provided with the term of services required. This requirement is contingent upon the Memphis VA Medical Center (VAMC) being able to staff Radiology Service with full-time staff in those specific modalities. The requirement may be adjusted upon a 90-day notice if the Memphis VAMC is able to hire permanent VA staff. The Department of Veteran Affairs Medical Center Chief of Radiology Service and Administrative Officer will have final technical and administrative direction over all services provided.
