About this opportunity

The Department of Veterans Affairs, Network Contracting Office 20, is conducting market research to identify contractors capable of providing pharmacy contingency services to VA medical facilities and clinics across the Western States Network Consortium (WSNC), which encompasses five Veterans Integrated Service Networks covering areas from Texas to American Samoa. The procurement seeks contractors who can deliver pharmacy benefit management services, including first-fill prescriptions, compounded sterile and non-sterile products, and vaccinations through a network of contracted community pharmacies serving eligible Veterans. Key requirements include maintaining licensed pharmacies within five miles of VA facilities, operating during core hours (Monday-Friday, 8:00 AM to 6:00 PM local time), dispensing prescriptions within two hours of pharmacist authorization, and adhering to the VA National Formulary with generic drugs at the least expensive available price. Interested vendors must submit capabilities statements by 10:00 AM Pacific Standard Time on February 13, 2026, to Contracting Officer Darien Justice at darien.justice@va.gov, including business information, SAM Unique Identifier Number, government licenses, and identification of serviceable locations within the catchment area. All inquiries must be submitted via email only, and vendors are encouraged to provide feedback on the Requirements Description for consideration in future solicitation development.

This pre-solicitation notice contains no set-aside designations and does not identify any incumbent contractors or current service providers. No award values or budget ranges are disclosed in the market research notice, as this is preliminary research to inform acquisition strategy rather than a formal solicitation with funding commitments. The notice does not specify the exact quantity of prescriptions to be filled or the total number of service locations, though it emphasizes that vendors must be capable of serving a significant portion of the catchment area across the five VISN regions. The contractor will be required to submit monthly performance reports detailing prescription fill activity, drug costs, therapeutic breakdowns, and performance metrics, with payment calculated on a unit basis at prices agreed upon in the Schedule of Supplies/Services. The VA reserves full audit rights to review books, records, invoices, and prescription files, with contract pharmacies required to maintain prescription logs for 90 days and ensure compliance with FDA regulations and VHA procedural requirements for all compounded medications.
