About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, is conducting market research to identify qualified sources capable of providing Transfusion Medicine Services, specifically blood and blood products, for the VA Spokane, WA Medical Center and its catchment areas. The selected contractor will serve as the exclusive provider of blood products and must demonstrate capability to fulfill requests based on a Fee Schedule, with the ability to coordinate with affiliated or other blood centers when products are unavailable locally. Potential contractors must submit responses by April 17, 2026, at 16:00 PST via email to Contract Specialist Andrew O'Neal at Andrew.O'Neal@va.gov, including company information, DUNS number, business size category, Federal Supply Schedule status, and a capability statement not exceeding three pages that demonstrates resources, personnel, and experience in transfusion medicine services. This is a Pre-solicitation Notice for information and planning purposes only and does not constitute a Request for Quotation, proposal request, or commitment to contract. The government will use submitted responses to determine the appropriate acquisition strategy for a potential future solicitation.
This pre-solicitation notice includes no set-aside designations, and no incumbent contractor or award value is specified in the available documentation. The government is not accepting unsolicited quotes or proposals at this time and will not reimburse respondents for any information or administrative costs incurred. Submittals will not be returned to responders, and non-response to this pre-solicitation notice does not preclude potential contractors from participating in any future Request for Quotation if one is issued. The VA Spokane Healthcare System reserves the right to procure blood products from alternate sources if the primary contractor cannot fulfill requests, indicating flexibility in the contracting approach. The NAICS category for this opportunity is Blood and Organ Banks (621991), with a Product Service Code of Q515 for Medical-Pathology services.
