About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is soliciting proposals for optical dispensing services across Indiana and Michigan under solicitation number 36C25026R0012. The contractor will provide comprehensive eyeglass dispensary services including fitting, ordering, adjusting, dispensing, minor repairs, and patient education at 15 VA Medical Centers and Community-Based Outpatient Clinics. This is a total small business set-aside acquisition structured as one or more Indefinite Delivery Indefinite Quantity (IDIQ) contracts with an estimated total value of $9 million. Proposals will be evaluated based on technical capability (including performance plan, quality assurance plan, security plan, and equipment plan), past performance, price, and veterans involvement status, with technical and past performance factors weighted more heavily than price. The offer due date is April 10, 2026 at 1:00 PM EDT, and the Government reserves the right to make multiple awards on a best-value basis, permitting trade-offs between price and technical factors.

This is a recompete acquisition with two incumbent contractors: L&S Optical, Inc. currently serving Indiana sites and Steven Schaller Optician, LLC serving Michigan sites. The contract has a maximum value of $6,700,000 for Indiana and $10,100,000 for Michigan, with performance divided into five ordering periods from May 1, 2026 through April 30, 2031. Estimated service quantities range from 31,022 to 46,668 eyeglass dispensing services per ordering period depending on location, based on historical workload data showing the largest demand centers at Detroit (11,395 estimated annual units) and Grand Rapids/Wyoming (11,115 units). Contractors must comply with Service Contract Labor Standards wage determinations, VA information security and privacy requirements, HIPAA compliance, and personnel vetting standards. Services will be performed across facilities in Indiana, Michigan, and Ohio, with pricing structured as a fixed per-dispensed-rate model and weekly invoicing to Government Purchase Card purchasing agents.
