About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office on March 13, 2026, for solicitation 36C25026R0012 regarding VISN 10 IN & MI Optical Dispensing Service. The amendment serves primarily as a Questions and Answers document addressing contractor inquiries about the solicitation.

Key details clarified in the amendment include: the corrected maximum contract values are Indiana $6,700,000 and Michigan $10,100,000; invoicing has been changed from monthly to weekly submissions to Government Purchase Card (GPC) purchasing agents, addressing small business cash flow concerns; multi-function devices rather than dedicated network printers will be provided per OI&T guidelines; this is a recompete with two incumbents (L&S Optical, Inc. for Indiana sites and Steven Schaller Optician, LLC for Michigan sites); awards will be evaluated on a bundled multi-location basis; pricing is structured as a fixed per-dispensed-rate model; patient volumes are provided in the price schedule and based on historical workload; the patient satisfaction survey requirement is 50 surveys per month across all work locations; and contractor staffing levels are determined independently based on facility needs. The amendment also clarifies that optician certification requirements are subject to each state's regulations, that small businesses may subcontract to similarly situated entities in compliance with subcontracting regulations, and that program manager credentials must be described while optician qualifications may be described as required experience standards for new hires rather than incumbent staff credentials.

Question: B.4 Price/Cost Schedule Information. The maximum contract value for Indiana ($10.1MM) is significantly larger than Michigan ($6.7MM). The expected volumes for MI are significantly higher than Indiana, which has us questioning if these maximum values are correct or may have inadvertently been switched. Are these maximum contract values correct?

Answer: Maximum Contract Value: The maximum value for Indiana is $6,700,000.00. The maximum contract value for Michigan is $10,100,000.00.

Question: Payments under this new contract are being shifted to the Tungsten system. We currently invoice the VA weekly because of the volume associated with our contract(s) which has historically been required under the existing contract. This contract states that billing will be monthly, which will significantly strain financial resources on any small business concern. Why was this change made and can the solicitation be amended so this contract provides for weekly invoices?

Answer: 2. CONTRACTOR REMITTANCE ADDRESS: All payments by the Government to the contractor will be made in accordance with:

[X]
52.232-33, Payment by Electronic Funds Transfer—System for Award Management

Question: Previous contracts have required the government to provide network printers to the optical shop locations, but this requirement does not include printers. Why are printers not included?

Answer: Multi-function devices will be available for use by dispensing contractors per OI&T guidelines. Printers will not be provided.

Question: Is there any incumbent/recompete or this is a brand-new project.

Answer: Currently there are two (2) incumbents.

L &S Optical, Inc., 30 1st St. SW, Carmel, IN 46032 currently has all the Indiana Sites.

Steven Schaller Optician, LLC, 25360 Thompson Rd., Perrysburg, OH 43551 currently has all the Michigan Sites.

Question: Will offers be evaluated on a per-site basis, or as a bundled multi-location award?

Answer: This is addressed in the instructions to offerors E.1 Instructions to Offerors

Question: Are there estimated patient volumes or workload expectations available for each facility?

Answer: The estimated volumes are listed in the price schedule.

Question: Will the pricing structure be based on a fixed monthly rate, per patient , or another model?

Answer: Fixed per dispensed rate.

Question: Section B.5 Price/Cost Schedule – The quantity listed for CLINs 1011, 2011, 3011, 4011 and 5011 is only 1. Is this correct?

Answer: Hoosier VA Clinic, 1496 West Hoosier Blvd., Peru, IN is not currently dispensing at this location and the line items are used as a place holder until the facility starts dispensing services.

Question: Section B.5 Price/Cost Schedule – The quaintly listed for CLINs 1002, 2002, 3002, 4002 and 5002 differ from quantity listed in Paragraph 4.0.3 Facilities of the PWS. Which is correct?

Question: The total quantities listed for Indiana in paragraph 4.03 Facilities does not equal the quantities listed for each location. Which numbers are correct?

Answer: Th quantities in Section B.5 Price/Cost Schedule are correct.

Question: In PWS 5.0.2 Specific Task #2 second bullet, the government reservices the right to ship completed glasses directly to the veteran. How will those that are shipped be reported to the on site contractor who entered the order? Will these eyeglasses be counted as being dispensed by the Contractor?

Answer: They are reported by each order entry. These will be counted as dispenses by the Contractor.

Question: Do the VA facilities listed in the solicitation have a central activity for mailing services with the USPS? If so, can the Contractor utilize them?

Answer: No - the facilities do not have USPS access for Contractors to utilize.

Question: In PWS 5.0.3 Specific Task #3 first bullet. Is the requirement for Patient Satisfaction Surveys 50 per month for the entirety of the work locations, or is each site to meet the goal of 50 surveys?

Answer: 50 surveys per month for the entirety of all work locations.

Question: The Submission of Offer Technical Factors/Information Factor 1 – Technical Capability Performance Plan page 101 of 112 requires each offeror to “Describe the credentials…” and “Evidence of all employees training…” This provides an incumbent contractor with an unfair advantage, as the incumbent has all opticians currently on staff while a competing company will have to hire staff. The competing company will not know who its employees are until after award. Will the government consider changing this requirement to “Describe the credentials, education, and/or experience that the Contractor will require of the primary program manager and opticians and how those qualification will be vetted to ensure appropriate training, certifications, and competencies are held by new employees”?

Answer: The Program manager requirement will remain and a description of the credentials, education, and/or experience for the Opticians will be acceptable.

Question: For optician certifications, does the Government require certifications from both the American Board of Opticianry (ABO) and the National Contact Lens Examiner (NCLE)?

Answer: Contractor is responsible to comply with each states regulations regarding opticians.

Question: As the parent company of legally independent entities, all of which qualify separately and combined as Small Businesses. Can we subcontract to these entities or does the contract require sub to “veteran” etc. owned entities specifically?

Answer: A small business may sub-contract to any entities that are similarly situated and remain in compliance with sub-contracting regulations.

Question: It seems that funds aren’t necessarily going to be available past September 30th, is there any further info you can provide in regard to that? Are funds expected to be received/what do you personally think?

Answer: As with any Government contract funds are appropriated by Congress and each fiscal year end September 30. Some service contracts cross fiscal years for non-severable services.

Question: What is the historical annual workload (units) per site?

Answer: The estimates in the price schedule are based on historical workload. See attached IN and MI Historical Trends.

Question: What staffing levels are currently being utilized at each facility?

Answer: Each vendor determines their own staffing levels based on facility needs and change when needed.

Question: Are ABO-certified opticians required, or are trained optical technicians acceptable?

Answer: See question above regarding certifications.
