About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 seeks to procure on-site, on-call, and callback perfusion services for the Minneapolis VA Health Care System. The contract requires a minimum of three board-certified Clinical Perfusionists with at least ten years of experience and a minimum of 1,000 clinical cases, all certified by the American Board of Cardiovascular Perfusion, to provide cardiopulmonary bypass, cell saver technology, intra-aortic balloon pump monitoring, ventricular assist device management, and extracorporeal support functions. Evaluation will be based on Technical Capability (including personnel qualifications, experience, clinical skills, and management capabilities), Past Performance, Veterans Preference, and Price, with technical capability weighted more heavily than cost. The Quality Assurance Surveillance Plan establishes six key performance metrics including Provider Quality Performance at 98% acceptable quality level, Qualifications of Key Personnel at 100%, Patient Access at 95%, Patient Safety at 98%, Mandatory Training and Privacy Compliance at 97%, and Documentation/Timesheet Compliance at 95%. Proposals are due on March 12, 2026, at 10:00 a.m. Central Time, and offerors must submit complete proposals in four parts: technical proposal, past performance documentation, veterans preference verification, and price proposal, along with executed attachments addressing immigration compliance, organizational conflicts of interest, contractor rules of behavior, quality assurance surveillance plans, and past performance questionnaires.

This is a Total Small Business set-aside contract with no incumbent contractor identified in the solicitation materials. The contract is structured as Firm Fixed Price with an estimated annual on-site services requirement of 6,240 hours (split among three personnel at 2,080 hours each) and on-call coverage of approximately 6,620 hours, with the base performance period running from June 1, 2026, through May 31, 2027, and four optional one-year extension periods extending through May 31, 2031. The hospital performs approximately 485 cardiac cases annually, including 331 open heart cases, 109 lung cases, 28 AAA cases, and 17 open renal resections, with anticipated case volume increases, and also performs approximately 89 TAVR cases annually and cell saver/autotransfusion services for non-cardiac cases. Perfusionists are required to work on-site Monday through Friday from 6:30 a.m. to 5:00 p.m. and provide seven-day-per-week on-call coverage with a 15-minute phone response and 60-minute in-person response requirement, with minimal call frequency of less than 5 percent on weekdays and less than 7 percent on weekends, and approximately 3-5 callbacks per year. Performance will take place at One Veterans Drive, Minneapolis, Minnesota 55417, which operates two cardiothoracic operating rooms and two hybrid rooms with a cardiothoracic surgical staff consisting of 14 cardiothoracic surgeons and 4 vascular surgeons.
