About this file

This file is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the Department of Veterans Affairs Network Contracting Office 23 in Saint Paul, Minnesota, accompanied by Questions and Answers documentation for a perfusion services solicitation (VA-VHA-SAOC-2019-161D3612). The amendment's sole purpose is to post the Questions and Answers response to clarify project requirements for offerors.

The Questions and Answers address the scope and operational requirements for fully outsourced perfusion services. The hospital performs approximately 485 cardiac cases annually, including 331 open heart cases, 109 lung cases, 28 AAA cases, and 17 open renal resections, with anticipated case volume increases. The facility operates two cardiothoracic operating rooms and two hybrid rooms. Perfusionists provide an average of 8 hours of coverage per case and are needed for concurrent cases on a variable basis. The hospital also performs approximately 89 TAVR cases annually and cell saver/autotransfusion services for non-cardiac cases. The cardiothoracic surgical staff consists of 14 cardiothoracic surgeons and 4 vascular surgeons in varying employment arrangements. On-call requirements involve minimal call frequency (less than 5 percent on weekdays and less than 7 percent on weekends), with approximately 3-5 callbacks per year. The hospital anticipates growth in surgeon and anesthesiologist availability but no changes to perfusion service needs or non-cardiac autotransfusion requirements.
