About this opportunity

The Department of Veterans Affairs Biloxi Gulf Coast Health Care System is seeking Community Nursing Home (CNH) Services for eligible veterans in the Mobile, Alabama area through an open and continuous Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure. The procurement falls under NAICS code 623110 for Nursing Care Facilities with a size standard of $34 million, and the government anticipates releasing the commercial solicitation on or around November 30, 2025. Qualified nursing homes must be certified under Title XVIII (Medicare) or Title XIX (Medicaid) or receive special approval from VA's Geriatrics and Extended Care Strategic Healthcare Group, be licensed by their respective states, and maintain registration in the System for Award Management (SAM). The VA will only accept pricing that does not exceed the allowable prevailing Medicaid rates for the nursing home's locale, effectively using state Medicaid rates as the pricing ceiling. Interested certified nursing homes can request the Request for Quote (RFQ) by contacting the contracting officer, Thomas Kovarovic, with the current pre-solicitation notice due date of October 30, 2025.

This procurement does not utilize any set-aside designations and is open to all qualified nursing home providers who meet the certification requirements. The government anticipates the possibility of multiple awards to successful respondents, allowing for competitive choice among qualified providers in the Mobile area. The contract will have a five-year period of performance from the date of award, providing long-term care services to veterans in the region. No specific contract values or budget ranges are disclosed in the pre-solicitation notice, though the procurement structure suggests ongoing, as-needed services based on veteran placement requirements. The IDIQ format indicates that individual task orders will be issued as veterans require nursing home placement, with the total contract value dependent on actual utilization over the five-year term.
