About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17, has issued a Special Notice announcing its intent to award a sole source contract for research and development laboratory testing services to the University of Texas Health Science Center of San Antonio. This notice pertains to laboratory testing services specifically required by the Research and Development Department at the South Texas VA Health Care System in San Antonio, Texas. The VA has determined that only the University of Texas Health Science Center can provide the unique and highly specialized services required at the necessary quality level. The proposed contract structure includes a base year plus four option years, spanning from September 25, 2025, through September 24, 2030. The procurement is being conducted under simplified acquisition procedures authority, as the VA has concluded through market research that only one responsible source exists to satisfy the agency's requirements.

The primary objective of this Special Notice is to inform the contracting community of the VA's intent to proceed with a non-competitive award while providing an opportunity for other potentially capable organizations to demonstrate their qualifications. Although this is not a request for competitive quotations or proposals, interested parties may submit evidence of their capability to fulfill the laboratory testing requirements by emailing the Contracting Specialist, Teresa Arzola, by July 16, 2025, at 9:00 AM CST. The services encompass comprehensive research laboratory testing capabilities across multiple scientific domains, including sophisticated analytical services, in vitro and in vivo testing, ADME services, toxicology testing, and specialized core laboratory facilities. The VA retains sole discretion to determine whether to compete the procurement based on any responses received, and no subcontracting opportunities are anticipated. The contract falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, with Product Service Code Q301 for Reference Laboratory Testing.
