About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 2 has issued a Special Notice for Renal Transplant and Routine Biopsy Processing services at the James J. Peters VA Medical Center in the Bronx, New York. This procurement opportunity, designated as Q301--Renal Transplant and Routine Biopsy (VA-25-00076660), seeks a vendor to provide comprehensive renal tissue biopsy processing services including special stains, Immunohistochemistry (IHC), Electron Microscopy (EM), and diagnostic analysis by a Renal Pathologist. The services are required for both routine patient management and pre- and post-transplant care, with an estimated 50 annual renal tissue biopsies to be processed. The opportunity is classified under NAICS code 621511 for Medical Laboratories and falls under Product Service Code Q301 for Reference Laboratory Testing. The contract structure includes a base year from September 1, 2025 to August 31, 2026, with four additional one-year option periods, each valued at $37,754.50.

The primary purpose of this Special Notice is to conduct market research to determine procurement strategy and assess the viability of potential sources, particularly small businesses across various socio-economic categories including service-disabled veteran-owned, veteran-owned, women-owned, HUBZone, and 8(a) small businesses. Interested contractors must submit an Expression of Interest (EOI) that includes a completed Special Notice form for market research purposes and a Technical Capability Statement demonstrating their ability to perform the required services. The government has indicated an intent to sole source this contract to Columbia University, having determined through market research that they may be the only vendor capable of providing the specialized renal pathology services required. Contractors must demonstrate their ability to self-perform the work, provide details on subcontracting plans, specify technician experience levels, and certify compliance with subcontracting limitations. All responses must be submitted to Contracting Officer Veronica Baldwin at Veronica.Baldwin1@va.gov, with the EOI deadline originally set for July 29, 2025, though the notice indicates responses are due by August 15, 2025 at 3:30 PM Eastern Time.
