About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16, is seeking a contractor to provide gloved fingertip and media-fill testing services to comply with U.S. Pharmacopeia (USP) Pharmaceutical Compounding-Sterile Preparations standards at the Michael E. DeBakey VA Medical Center in Houston, Texas. The scope of work includes semi-annual testing of 52 compounding personnel (104 tests annually), annual testing of 3 oversight personnel, initial competency testing for new employees, 114 additional fingertip plates and surface samples under the 2022 USP standards, and six annual service charges. The contractor must provide one to two Controlled Environment Testing Association (CETA)-certified technicians and submit detailed reports organized by staff member, room, and hood. The government will evaluate offers using a "Lowest Priced, Technically Acceptable" analysis and award a Firm-Fixed Price Single-Award contract to the responsible offeror with the lowest evaluated price. The deadline for submitting quotations is April 8, 2026, at 3:00 PM Central Time, and the Service Contract Act wage determination 2015-5233 REV. 32 applies to the contract.
This solicitation is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) that are actively registered in the System for Award Management (SAM); contractors not certified as SDVOSBs will be deemed non-compliant. The contract is classified under NAICS code 541380 (Testing Laboratories and Services) with a product/service code of Q301 (Medical - Reference Laboratory Testing). The base contract period runs from May 1, 2026, through April 30, 2027, with four one-year option periods available through April 30, 2031, providing a potential five-year service engagement. Delivery is FOB Destination with invoicing upon receipt and acceptance by the government, and the work will be performed at the Michael E. DeBakey VA Medical Center located at 2002 Holcombe Boulevard, Houston, Texas 77030. Amendment 0001, issued on April 2, 2026, clarified the scope of work in response to 15 Requests for Information, confirming that clean room and hood inspections are excluded as they are covered under a separate FMS contract and that the contractor must provide all media-fill bags, incubation processes, and chemical wipes as part of their service delivery.
