About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VISN 17, now designated Health Service Area 4.3) is soliciting reference laboratory testing services via RFQ 36C25726Q0787, with proposals due October 5, 2026. This is an IDIQ commercial items procurement with no set-aside, estimated at $41.5 million across five one-year ordering periods from March 1, 2027 through February 29, 2032, with a guaranteed minimum of $100,000 and maximum aggregate value of $5 million.
Place of performance is the VISN 17 Laboratory at 2301 E. Lamar Boulevard, Arlington, Texas, with specimen collection from three primary VA healthcare locations in Texas (South Texas, Central Texas, and North Texas) and up to six secondary locations. The procurement requires 230 line items of medical reference laboratory testing including molecular genetics, pathology, immunology, infectious disease, hematology, and specialized diagnostic services. All contractor personnel require background investigations at Low Risk level and annual privacy and cyber security training. The contractor must maintain active CLIA certification and CAP or equivalent accreditation for at least two years, establish HL7 V1.6 electronic interface connections within 45 days of award, provide daily specimen transportation of hazardous materials, deliver 24/7 toll-free customer service, and achieve 90 percent on-time test result delivery with specified turnaround times. Small businesses must perform at least 50 percent of testing.
Incumbent contractors are Mayo Clinic Laboratories for South Texas and North Texas locations. The NAICS code is 621511 (Medical Laboratories); PSC is Q301. Evaluation criteria are technical acceptability, past performance (minimum two Federal and one private source references), and price. Amendment 0002 (September 3, 2026) extended the deadline to October 5; Amendment 0001 (September 1, 2026) provided vendor question responses and updated schedules. Questions are due August 20. Contracting Officer: Delphia Schoenfeld, delphia.schoenfeld@va.gov, 210-417-7495.

LATE OFFERS
NOV 2021
See attached RFQ document for more information, including the Statement of Work, an Addendum to FAR 52.212-1 and evaluation information at FAR 52.212-2. Vendors who do not provide the minimum documentation listed under the Addendum to FAR 52.212-1 will be considered technically unacceptable outright and their offers will not be considered for award.
System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
Late quotes or documentation may be accepted if advantageous to the Government. All comments or inquiries are to be submitted in writing via email to the Point of Contact, referenced in this notice on or before August 20, 2026, 10:00 AM Eastern Time.
Vendors interested in providing the required supplies will need to submit all required documentation, detailed in the attached RFQ document, by email to Delphia Schoenfeld at delphia.schoenfeld@va.gov, no later than September 14, 2026, 3 PM Eastern Time (2 PM Central Time).
