About this opportunity
The Department of Veterans Affairs Network Contracting Office 16 has issued a Special Notice announcing its intent to award a sole-source contract to Cepheid for laboratory diagnostic reagents and testing kits. The contract will be awarded under Simplified Acquisition Procedures using the authority for sole-source procurement when only one responsible source can satisfy agency requirements. The procurement will support the Southeast Louisiana Veterans Health Care System in New Orleans and involves ten different medical diagnostic products including tests for bacterial infections, tuberculosis, MRSA, influenza, and COVID-19. The anticipated award structure includes a firm-fixed-price base year contract running from October 1, 2025 through September 30, 2026, with four additional option years extending through 2030.
The purpose of this Special Notice is to inform the marketplace of the VA's intention to proceed with a non-competitive procurement while providing an opportunity for other potential vendors to challenge the sole-source determination. Interested parties may submit capabilities statements by August 29, 2025 at 10:00 AM CST to demonstrate their ability to provide equivalent products and services. Responses must be submitted to Contracting Officer Veronica Maskell at veronica.maskell@va.gov with reference to solicitation number 36C25625Q1362 in the subject line. Contractors must be registered in the System for Award Management (SAM) to be eligible to participate. The capabilities statement must provide clear evidence substantiating the respondent's ability to meet the agency's requirements, and the VA will use these responses to determine whether to convert the procurement to a competitive solicitation.
