About this opportunity
The Department of Veterans Affairs (VA), specifically the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana, intends to award a fixed-price, 6-month contract for Primary Care and Primary Care Mental Health services at a community-based outpatient clinic (CBOC) in Bloomington, Indiana. The procurement will be conducted as a sole-source contract under NAICS code 621498, with the contracting officer determining that only one responsible source can satisfy agency requirements. The critical evaluation criteria will focus on potential contractors demonstrating clear and convincing evidence that competition would be advantageous to the government. Interested parties must submit their responses via email to michelle.ford2@va.gov no later than 2:00 PM Eastern time on February 20, 2025. No telephonic inquiries will be accepted, and no solicitation package is currently available for review.
The contract has no specific set-aside designation and will be awarded at a size standard of $22.5 million. The 6-month contract period will serve as a bridge to support healthcare services until a new VA-owned and operated CBOC facility opens in September 2025, located at 2100 Liberty Drive in Bloomington, Indiana. The procurement is structured as a short-term solution to maintain continuous healthcare services for veterans during the transition to a new facility. The contract will be executed under FAR 6.302-1, which allows for a non-competitive procurement when specific circumstances justify a single-source approach. The place of performance is explicitly defined as the Bloomington CBOC location, with services to be provided in strict accordance with the statement of work, schedules, and contract terms and conditions.
