About this opportunity
The Department of Veterans Affairs (VA) Veterans Integrated Service Network (VISN) 19 issued a presolicitation notice on January 16, 2026, announcing its intent to award a sole-source contract to SS Medical, Inc. for home oxygen services in Oklahoma City, Oklahoma. This special notice is not a competitive request for proposals but rather a notification of the VA's planned sole-source award to an existing service provider. The contract type is a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) arrangement, classified under NAICS code 621610 (Home Health Care Services) with a $19 million size standard. The primary agency responsible for this procurement is VISN 19's Network Contracting Office. Despite the sole-source intent, the VA is accepting written notifications from other qualified firms that believe they can meet the requirements prior to the January 23, 2026 deadline.
The purpose of this interim one-year contract, effective April 1, 2026, through March 31, 2027, is to provide uninterrupted home oxygen services to veteran beneficiaries while the VA develops and awards a new long-term contract and allows time for transition planning if necessary. Interested contractors must submit written notification with supporting evidence demonstrating their capability to perform the requirement by January 23, 2026, at 4:30 PM Mountain Time, and must be registered in the System for Award Management (SAM) at the time of response. While any responses received will be evaluated, the government reserves the right to proceed with the sole-source award to SS Medical, Inc. if no responses are received or if the government determines not to compete the procurement. Contractors should note that the government will not reimburse any costs incurred in responding to this notice, and a formal Justification and Approval will be posted to Contract Opportunities as required by federal acquisition regulations.
