About this opportunity

The Department of Veterans Affairs' Veterans Integrated Service Network (VISN) 19 Network Contracting Office issued a presolicitation Special Notice on January 16, 2026, announcing its intent to sole-source a home oxygen services contract to SS Medical, Inc. for Muskogee, Oklahoma. This is a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract that will serve veteran beneficiaries in the region. The notice invites interested contractors to submit written notifications demonstrating their capability to perform the services, though the government retains complete discretion regarding whether to proceed with sole-source award or open competition. The contracting officer for this procurement is Aaron Thurber, and responses must be submitted via email. While this notice indicates the government's preference for a sole-source award, it provides an opportunity window for qualified contractors to challenge the proposed award.

The interim contract's primary objective is to ensure continuity of home oxygen services to VISN 19 veteran beneficiaries while the government completes a competitive procurement for a new long-term contract, resolves any potential protests, and facilitates transition activities if necessary. The estimated period of performance is one year, running from April 1, 2026 to March 31, 2027, with all responses due by 4:30 PM Mountain Time on January 23, 2026. To participate, contractors must be registered in the System for Award Management (SAM) at www.sam.gov at the time of response submission and must provide supporting evidence demonstrating their ability to perform the requirements. The procurement applies NAICS code 621610 (Home Health Care Services) with a $19 million size standard and Product Service Code Q999. Contractors responding to this notice should understand that the government will not bear any costs associated with their response submissions.
