About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to provide primary care and mental health services for three Community-Based Outpatient Clinics (CBOCs) located in Armstrong County, Clarion County, and Cranberry Township, Pennsylvania. The procurement is being conducted by the Butler VA Healthcare System through a Sources Sought Notice designed to perform market research for a potential 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Interested businesses must submit a capability statement not exceeding 20 pages, demonstrating their ability to meet the draft Performance Work Statement requirements and addressing how they can provide comprehensive healthcare services. The NAICS code for this opportunity is 621498 (All Other Outpatient Care Centers) with a small business size standard of $25.5 million. Capability statements must be submitted to Contract Specialist Mark Murray by February 3, 2025, at 12:00 PM ET, and must include the firm's SBA socioeconomic status.
The Sources Sought Notice indicates no specific set-aside has been designated for this procurement, suggesting it will be open to multiple business types. The estimated patient populations for the three clinics total approximately 5,300 veterans, with 1,500 in Armstrong County, 1,300 in Clarion County, and 2,500 in Cranberry Township. The contract will be structured with fixed-price, per-member-per-month (PMPM) pricing, with clinics operating from 8:00 AM to 4:30 PM Monday through Friday. Staffing requirements include maintaining ratios of 1,200 patients per physician and 900 patients per mid-level provider. The contractor will be responsible for providing Patient Aligned Care Teams (PACTs) including primary care providers, registered nurse care managers, clinical associates, administrative staff, and mental health professionals, with certain specialty services to be referred to the VA parent facility. While no specific award value is mentioned, the 10-year IDIQ structure suggests substantial potential contract value for the selected vendor.
