About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health has issued a Notice of Intent for the sole-source procurement of a Tecniplast digital animal cage system, specifically the DVC GM500 technology. This procurement is intended to enhance animal welfare, improve research quality, and meet modern standards in laboratory animal care through advanced digital ventilation capabilities and comprehensive monitoring systems. The required system must provide 160 cage spaces with 24/7 monitoring of food and water availability, spontaneous animal locomotion for welfare checks, daily bedding condition evaluation based on moisture content, and animal loss prevention from water floods. The system must also feature automated cage tracking with real-time data collection, animal activity monitoring without disturbance, and advanced data analytics capabilities. Interested vendors must submit capability statements by 10:00 AM EST on July 21, 2025, to Mildred Moss at NIAID, with evidence of original manufacturer parts from Tecniplast USA Inc. The government reserves the right to determine whether to proceed with competition based on responses received.
This procurement does not utilize any set-aside designations and is structured as a non-competitive acquisition targeting Tecniplast USA Inc. of West Chester, Pennsylvania as the sole source provider. The solicitation emphasizes that only Tecniplast USA DVC system racks will ensure full compatibility with existing DVC infrastructure at the facility, making alternative sources technically unacceptable. The contract requires delivery of the 160-cage digital ventilation system within 10 days of award receipt and acceptance. Performance will occur at the NIH NIAID facility located at 40 Convent Drive, Bethesda, Maryland 20814. The procurement is authorized under 41 U.S.C. 1901(a)(1) as implemented by FAR 13.106-1, which permits sole-source acquisitions when only one responsible source can satisfy agency requirements. No award values or budget ranges were disclosed in the notice.
