About this file
This document is a Pre-Solicitation Notice from the National Institute of Allergy and Infectious Diseases (NIAID) for a sole-source procurement of a Tecniplast digital animal cage system. The notice seeks to acquire the Tecniplast USA Inc. DVC GM500 technology with specific requirements including 160 cage spaces, digital ventilation, 24/7 monitoring of food, water, and animal locomotion, daily bedding condition evaluation, animal loss prevention, and advanced data analytics capabilities. The procurement is targeted for delivery to NIH's NIAID facility in Bethesda, MD within 10 days of award, with a response deadline of July 21, 2025 at 10:00 am EST.
The solicitation is structured as a non-competitive procurement, explicitly stating that only Tecniplast USA DVC system racks will meet the technical requirements and ensure compatibility with existing infrastructure. Interested vendors must submit a capability statement to Mildred Moss via email, including evidence of original manufacturer parts from Tecniplast USA Inc. The notice emphasizes that this is not a request for proposal, but a notice of intent to negotiate exclusively with Tecniplast USA Inc. under the statutory authority of 41 U.S.C. 1901(a)(1), which allows for sole-source procurement when only one responsible source can satisfy agency requirements.

This is a Notice of Intent (NOI), NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Tecniplast, USA Inc., 1345 Enterprise Drive, West Chester, PA 19380, United States, to procure a digital animal cage.
Minimum Requirements:
The NIH seeks to procure an animal cage essential for enhancing animal welfare, improving research quality, and meeting modern standards in laboratory animal care and facility management.
Specified below are required capabilities:
• Tecniplast USA Inc. DVC GM500 technology is required. Specifications below apply:
− Digital Ventilation required.
− 160 cage spaces required.
− Monitoring abilities required 24/7: food and water availabilities, monitoring of spontaneous animal locomotion to support welfare check − Daily Evaluation of bedding condition based on real moisture content.
− 24/7 animal loss prevention due to unexpected water floods (bottle or AWS).
− Ability to customize, streamline, and balance Vivarium workload − Data and Analytics: Automated cage tracking with real-time data collection, ability to collect animal activity data from cage with no disturbance to animals, ability to collect, filter, analyze, and display data
Only Tecniplast USA DVC system racks are required to ensure full compatibility with the existing DVC infrastructure. Any other source of caging would fail to meet technical requirements, compromise research and operational efficiency, and result in the loss of prior investment. Therefore, the requested supply/service is the only solution that satisfies the requirement.

Delivery date: Within 10 days of receipt and acceptance of award.
