About this opportunity
The U.S. Embassy in Lisbon, Portugal, is seeking to procure a new 7+1 passenger diesel van with automatic transmission for its diplomatic fleet through a Request for Quotations (RFQ #19P05025Q0007). The solicitation requires the vehicle to meet specific EU specifications, including approximately 250 horsepower, removable seating, full airbag systems, collision warning system, and parking assist cameras. Vendors must be diplomatic sales dealers capable of handling tax exemptions, registered in SAM.gov, and able to provide comprehensive product literature proving compliance with all specifications. The evaluation will focus on selecting the lowest-priced, technically acceptable offer that meets all mandatory requirements. Interested parties must submit their proposals in English to LisbonProcure@state.gov by December 27, 2024, at 17:00 Lisbon time, with offers remaining valid for 90 days.
The solicitation is an unrestricted procurement with no specific set-aside designations, targeting new car dealers in the NAICS 441110 category. The vehicle will be delivered to the U.S. Embassy in Lisbon, Portugal, with the vendor responsible for all import, shipping, and delivery costs, including customs, registration fees, VAT, and ISV. The contract requires a firm-fixed price that encompasses all associated expenses, with delivery expected within 6 months of award. The vehicle must come with a minimum 2-year local warranty, with service and parts availability guaranteed in the Lisbon area. While no specific incumbent is mentioned, the procurement is for expanding or replacing the embassy's existing vehicle fleet, with the total value likely falling under the $30,000 threshold that would require additional federal procurement procedures.
