About this opportunity
The Government Publishing Office seeks to procure and install multiple X-ray screening systems to replace obsolete legacy equipment, with quotations due July 27, 2026 at 2:00 PM ET and questions due July 13, 2026 at 11:00 AM ET. This is an RFQ for commercial items with no set-aside.
Place of performance spans Washington, DC (five units across Posts 10, 11, 22, 35, and 41; one unit for the Mail Room; and two units for the Main GPO facility) and Stennis, Mississippi (one unit). GPO requires four distinct categories of X-ray equipment with specified dimensional and tunnel clearance parameters. All systems must operate at 100% duty cycle, achieve FDA radiation safety compliance per 21 CFR 1020.40, provide minimum 20–30 mm steel penetration capability, include safety interlocks, and deliver high-resolution imaging. One pallet X-ray system for the loading dock must support a 4,400 pound load capacity. The NAICS code is 334517 (Irradiation Apparatus Manufacturing); PSC is 6665 (Hazard-Detecting Instruments and Apparatus).
Delivery, installation, testing, calibration, training, and technical support must be completed by November 30, 2026, though this deadline is negotiable based on equipment availability. The contract is Firm Fixed Price. Removal and disposal of existing Smiths Detection units are quoted as optional line items with no salvage or trade-in value. Offerors must submit two-volume quotations: a technical compliance volume not exceeding 25 pages and a price volume covering equipment, delivery, installation, training, and warranty. Award will be made on a Lowest Price Technically Acceptable basis. Questions should be directed to Tawanda Mizelle (Contract Specialist) or Jasmin Webb (Contracting Officer).
Notice text
The U.S. Government Publishing Office (GPO) currently operates legacy X-ray screening systems that are obsolete and no longer meet current security, safety, reliability, or operational requirements. These systems present increased risk due to reduced detection capability, limited parts availability, and diminished performance.
This project will replace existing systems with modern, high-performance X-ray screening equipment that enhances detection capabilities, improves operational efficiency, and ensures compliance with applicable federal standards. The upgraded systems will provide improved image resolution, increased reliability, and advanced functionality to support GPO’s security mission.
The Contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to furnish, deliver, install, configure, test, and provide training for X-ray screening systems
