3. Section C - Description/Specifications/Work Statement

STATEMENT OF WORK (SOW)

Replacement of X‑Ray Screening Systems Government Publishing Office (GPO)

1. BACKGROUND:

The U.S. Government Publishing Office (GPO) currently operates legacy X-ray screening systems that are obsolete and no longer meet current security, safety, reliability, or operational requirements. These systems present increased risk due to reduced detection capability, limited parts availability, and diminished performance.

This project will replace existing systems with modern, high-performance X-ray screening equipment that enhances detection capabilities, improves operational efficiency, and ensures compliance with applicable federal standards. The upgraded systems will provide improved image resolution, increased reliability, and advanced functionality to support GPO’s security mission.

2. SCOPE:

The Contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to furnish, deliver, install, configure, test, and provide training for X-ray screening systems at multiple GPO locations.

The scope includes, but is not limited to:

• Removal and proper disposal of existing X-ray equipment (if directed)

• Delivery and installation of new X-ray systems

• System configuration and calibration

• Integration of all required components and accessories

• Operational testing and certification

• On-site user training

• Provision of documentation, warranties, and support plans

All systems must be fully operational and accepted by the Government prior to project completion.

This project includes the procurement, delivery, installation, testing, and training associated with replacing X‑ray screening systems across multiple GPO entry points, mail rooms, and screening areas. Work includes removal of existing systems, installation of new units, verification of operational readiness, and user training.

3. Critical Requirement:

Dimensions provided represent the Government’s available space constraints based on existing facility layouts and operational requirements. Offerors shall propose systems that fit within these constraints.

Minor dimensional variances may be considered only to the extent that the proposed system can be fully accommodated within the intended installation space without requiring structural modifications or impacting operational use.

Systems that meet or exceed performance requirements will be considered, provided they are compatible with installation locations.

4. APPLICABLE DOCUMENTS:

All equipment shall comply with applicable federal, state, and industry standards, including but not limited to:

• FDA Radiation Safety Standard: 21 CFR 1020.40

• OSHA safety requirements

• Applicable electrical and safety codes

• Manufacturer safety and radiation emission certifications

Specifications represent minimum requirements. Offerors may propose systems with equivalent or superior capabilities, even if individual characteristics vary, provided all operational needs are met.

5. TECHNICAL REQUIREMENTS

5.1 General Requirements (All Units)

All X-ray systems shall at a minimum:

• Meet or exceed the technical requirements identified in this Statement of Work.

• Meet all applicable federal safety and radiation standards.

• Meet or exceed 20–30 mm steel penetration capability (minimum baseline)

• Operate at 100% duty cycle

• Include safety interlocks and visual/audible X-ray emission indicators

• Provide high-resolution imaging with threat detection capability

• Include self-diagnostic functionality

• Provide local image storage and image review capability

• Be user-friendly with intuitive operator controls

• Demonstrate high reliability and low failure rates

• Include roller tables or extensions where applicable

• Be fully compatible with the intended installation location.

• Include all hardware, software, accessories, cables, and components necessary for a complete operational system.

• Include manufacturer-supported software and firmware.

• Include operator documentation and training materials.

• Be supported by the manufacturer or an authorized service provider.

The Contractor shall furnish all labor, materials, supervision, equipment, transportation, installation, testing, calibration, training, documentation, warranty services, and technical support necessary to provide fully operational X-ray screening systems.

As part of contract performance, the Contractor shall provide, at a minimum:

• Manufacturer safety documentation

• Operator manuals

• Installation documentation

• Warranty documentation

• Preventive maintenance documentation

• Recommended maintenance schedules

• Technical support contact information

• Parts availability information

• Service support information

• User training

These items are contract deliverables and shall be provided prior to final Government acceptance.

A voucher, invoice, or other routine request for payment that is not in dispute when submitted is not a claim under the Act. The submission may be converted to a claim under the Act, by complying with the submission and certification requirements of this clause, if it is disputed either as to liability or amount or is not acted upon in a reasonable time.

(d) (1) A claim by the Contractor shall be made in writing and, unless otherwise stated in this contract, submitted within 6 years after accrual of the claim to the Contracting Officer for a written decision. A claim by the Government against the Contractor shall be subject to a written decision by the Contracting Officer.

(2)(i) The Contractor shall provide the certification specified in paragraph (d)(2)(iii) of this clause when submitting any claim exceeding $50,000.

For Contractor-certified claims over $50,000, the Contracting Officer must, within 60 days, decide the claim or notify the Contractor of the date by which the decision will be made.

(f) The Contracting Officer's decision shall be final unless the Contractor appeals, within ninety (90) days of receipt of a Contracting Officer’s decision, to the U.S. Government Accountability Office Contract Appeals Board (GAO CAB), 441 G Street, NW, Room 7182, Washington, DC, 20548;

Facsimile: 202-512-9749; E-Mail: CAB@gao.gov.

If the Contractor refuses an offer for ADR, the Contractor shall inform the Contracting Officer, in writing, of the Contractor's specific reasons for rejecting the offer.

(h) The Government shall pay interest on the amount found due and unpaid from (1) the date that the Contracting Officer receives the claim (certified, if required); or (2) the date that payment otherwise would be due, if that date is later, until the date of payment. With regard to claims having defective certifications, interest shall be paid from the date that the Contracting Officer initially receives the claim. [A defective certification means a certificate which alters or otherwise deviates from the language in(d)(2)(iii) above, or which is not executed by a person duly authorized to bind the contractor with respect to the claim. Failure to certify shall not be deemed to be a defective certification.] Simple interest on claims shall be paid at the rate, fixed by the Secretary of the Treasury as provided in the Act, which is applicable to the period during which the Contracting Officer receives the claim and then at the rate applicable for each 6- month period as fixed by the Treasury Secretary during the pendency of the claim.
