About this opportunity
The U.S. Coast Guard is soliciting quotations for 11 full-face oxygen masks (Part Number MF20-514, NSN 1660-01-HS1-9329) manufactured by Safran Aerosystems for use in HC-144 aircraft. This is an unrestricted solicitation issued as Request for Quotation (RFQ) 70Z03826QL0000045, prepared in accordance with FAR subpart 12.201 for commercial items. Offerors must provide clear traceability documenting that items originate from the Aircraft OEM (Airbus), the part OEM (Safran), or an authorized Safran distributor, along with a Certificate of Conformance per FAR clause 52.246-15. Award will be made to the lowest-priced, technically acceptable offeror based on technical evaluation criteria. The quotation deadline is January 16, 2026, with only four days from the posting date for submission.
This is an unrestricted procurement with no small business set-aside, and no incumbent contractor or award value information is disclosed in the solicitation materials. The requirement calls for delivery of all items within 45 days following receipt of order to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. The solicitation includes comprehensive compliance requirements covering security protocols, foreign sourcing restrictions, telecommunications equipment controls, and active registration in the System for Award Management (SAM). With 11 units needed and a firm-fixed-price purchase order anticipated as the vehicle for award, this represents a relatively modest procurement with critical delivery and quality assurance requirements for aircraft safety components. The small business size standard for the applicable NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) is 1,250 employees.
