About this opportunity

The Department of Homeland Security's U.S. Coast Guard is soliciting quotations for a Mechanical Harness Assembly (P/N 1673229-3, NSN 1680-01-HS1-4515) for MH-65 aircraft under RFQ 70Z03827QB0000019, with quotations due November 10, 2026. The buy is brand-name and restricted: the Coast Guard's justification for other than full and open competition, citing FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1, limits the requirement to Mission Systems Davenport, Inc. (CAGE 99251) as OEM. The Set Aside line reads "No Set-Aside Used," and the notice states that all responsible sources may submit a quotation, which the agency will consider.

Delivery is F.O.B. Destination to the Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina. A firm-fixed-price purchase order is anticipated. The base quantity is five units. Under FAR 52.217-6, tailored, the Contracting Officer may add up to 30 units at the unit price, to a maximum of 35, by written notice within one calendar year of purchase order award, with deliveries continuing at the same rate unless the parties agree otherwise. Quoters must state agreement or disagreement with the option clause or note requested modifications.

Technical acceptability depends on supplying the exact listed part numbers from the OEM or an OEM-approved source. All parts require clear, documented, auditable traceability from the approved source through delivery; missing documentation results in non-acceptance and payment hold. Each item requires a signed Certificate of Conformance, and Production Approval Holder items also require a copy of FAA Parts Manufacturer Approval or equivalent manufacturing authority. Packaging must suit land, air, or sea shipment, with no popcorn, shredded paper, Styrofoam, or peanut materials, and each part is individually packed with interior labels showing NSN, part number, serial number, quantity, nomenclature, and delivery order information. Compliance terms include Buy American certification, prohibitions on covered telecommunications equipment and services, restrictions on business operations in Sudan and Iran, and the Addressing DEI Discrimination clause.

Award goes to the lowest-priced offeror rated technically acceptable, and prices are evaluated for fair and reasonableness with quantity and prompt payment discounts included. Offers must remain firm for 60 calendar days from receipt. The NAICS code is 336413, with a small business size standard of 1,250 employees, and the PSC is 1680.
