About this opportunity

The Library of Congress, through its Contracts and Grants Directorate, has issued a Special Notice announcing its intent to award a sole-source firm fixed-price contract to Industrial Physics Inc. for a ColorTouch Spectrophotometer. The contract will be performed at the Library's Capitol Hill Campus and has a one-year performance period. The procurement is valued below the simplified acquisition threshold of $250,000 but above the $25,000 public notice threshold. This public notice serves as the only notification for the contract opportunity, with no additional proposals being requested from other parties. The notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 requirements for synopsis of proposed contract actions.

The primary objective of this Special Notice is to publicly document the Library of Congress Preservation Research and Testing Division's need for a specialized spectrophotometer for quality assurance testing of papers and materials. The contract will cover the purchase of the instrument, including associated parts, equipment, installation, user training, shipping, and a one-year warranty. No competitive bidding will occur, as the justification indicates that only Industrial Physics can meet the specific technical requirements, including compliance with nine ISO standards and precise spectral measurement capabilities. The contract period is set from July 1, 2025, to June 30, 2026. Potential contractors are invited to contact the Library if they disagree with the sole-source determination, though no alternative proposal process is outlined. The notice includes attachments such as a Statement of Work and a redacted Sole Source Justification to provide transparency about the procurement process.
