About this opportunity
The 35th Contracting Squadron at Misawa Air Base, Japan seeks design, equipment procurement, and installation of outdoor playgrounds at two base locations, with proposals due September 21, 2026 at 20:00 EST and questions due September 9, 2026 at 0800 JST. No set-aside applies; this is an unrestricted procurement.
Place of performance is Misawa Air Base, Japan, specifically at two locations: 75051 Main Base (Airplane Park) and 75084 North Base (Buildings B1825 and B1826). Performance is Monday through Friday, 0800–1700, excluding federal holidays, with extended hours permitted at no additional cost with Contracting Officer approval. All deliverables are due by June 30, 2027 on a firm fixed-price basis.
The contractor must design modern, ADA-compliant playgrounds for children aged six months to twelve years, segregated by age group with age identification signs. Equipment specifications are provided in detailed attachments; the contractor shall purchase and deliver all approved equipment and install it in accordance with manufacturer procedures and safety standards. The contractor must be a certified playground installer and attend a mandatory pre-proposal site visit held August 31, 2026 at 13:00 JST. Contractor personnel performing in Japan must comply with DFARS Clause 252.225-7976 (LOA processing via SPOT-ES), possess JCI certification, and carry required insurance for base vehicle operation. All equipment must meet Japanese regulations.
The government will perform site preparation, including demolition, excavation, grading, and foundation work; the contractor provides safety surfacing, edging, sub-base preparation, drainage, and installation. No bonding is required as this is a commodity purchase with incidental installation.
Award will be made on a subjective trade-off best value basis, with Technical Capability rated approximately equal to price. Technical factors include comprehensive design meeting all solicitation and Statement of Objectives requirements, detailed Statement of Work for installation, and ability to maintain at least one team member at all meetings and site visits. Past performance evaluation emphasizes relevant projects within ten years valued at $500,000 or above. The government reserves the right to award other than the lowest-priced offer and will apply a HUBZone price evaluation preference of 10 percent for qualifying small businesses that do not waive the preference.
NAICS code 237990 applies, with small business size standard of $45 million. PSC code is 7830, Recreational and Gymnastic Equipment. Proposals comprise four parts: Summary and Miscellaneous Data, Technical Proposal, Past Performance Proposal, and Price Proposal (USD or Japanese Yen at 1 USD = 150.4415 JPY). Amendment 0003, issued September 15, 2026, provides responses to ten offeror questions (Attachment 17). Contracting office is FA5205 35 CONS PK, Unit 5201, APO AP 96319-5201, with points of contact Miriam Martinez (Contracting Officer) and Shanna Price and Kade Forrester (submission addresses).
