The amendment corrects playground reference maps for both the 75084 North Base (Buildings B1825 and B1826) and 75051 Main Base (Airplane Park) locations, adds utility maps for both sites, and provides site visit information scheduled for August 31, 2026 at 13:00 JST. The government will conduct a competitive subjective trade-off best value source selection with award based on integrated assessment of technical capability and total evaluated price, reserving the right to award to other than the lowest-priced offer. Technical design will be rated on a subjective trade-off basis using five rating levels (Outstanding, Good, Acceptable, Marginal, Unacceptable), and past performance will be evaluated as Acceptable, Unacceptable, or Neutral. Proposals exceeding specified page limits will not be evaluated, and offerors are required to acknowledge receipt of this amendment prior to proposal submission.
