About this file

This file is a Questions and Answers (Q&A) document for federal contract solicitation FA520526Q0034, issued by the U.S. Government for playground equipment design, delivery, and installation services at two locations: 75051 Main Base Airplane Park and 75084 North Base, both at Misawa Air Base, Japan.

The solicitation requires contractors to design and install new playground equipment at two military base sites, with a projected completion date of 30 June 2027. The Government will handle all site preparation including demolition and removal of existing equipment, excavation, grading, and foundation work, while the contractor is responsible for providing safety surfacing (rubber chips or tiles), edging, sub-base preparation, drainage, and installation of all equipment. Proposals must be submitted in four parts: Summary/Miscellaneous, Technical, Past Performance, and Price, with all offers due no later than 22 September 2026 by 0900 JST. Pricing may be submitted in either USD or Japanese Yen (conversion rate 1 USD = 150.4415 JPY). A mandatory pre-proposal site visit is required; failure to attend results in non-conforming proposals. Design documentation format, scales, and file types are at the offeror's discretion provided they meet SOO and solicitation intent. The Government will complete all subbase preparations, site work will be coordinated around local weather conditions and military base access procedures, and contractors may temporarily remove fence sections for equipment access but must restore them to pre-existing condition. No bonding is required as this is classified as a commodity purchase with incidental installation. The evaluation will focus on the Prime contractor's past performance in playground or similar equipment design and installation.

Should the the currency for the quotation be in Yen? Or should it be in USD? (It was not mentioned on SOO so we would like to make sure about it.)

The proposal can be submitted in either USD or JPY. If submitted in Yen the USG will use a conversion rate of 1 USD

= 150.4415 JPY.

The delivery date states 2026/June/30. Could we understand that this date is for the completion of the deliverying play equipment to the site? Or will it be the completion of play equipment installation?

30 June 2027 is the projected completion date. As expressed at the site visit, the completion date is contingent on manufacturer lead time (to be provided by vendor) and site prep work. If a delay is needed, the USG will coordinate with the selected contractor.

Since the local weather will be in snow until March normally, and rainy season will be started from May, would it be possible to adjust the construction schedule based on the actual conditions and weathers at site in consultation with Misawa AB?

The proposed work schedule should factor in potential weather delay.

We will plan to use the protection panels made of high-density plastic during delivery/transportation, but will these panels are enough for the protection? We attached the photos on the right side for your reference so please kindly confirm.

If these are standard protection panels customarily used by your company to protect the grass then you are welcome to use them.

Please be advised if there is damage to the grass the selected contractor will need to replace the grass areas.

Is there a space to temporarily store play equipment or construction materials?

We would like to store them near the construction site if possible as we would like to store excavated soil and stones etc. Please kindly advise us if these spaces will be able to be prepared for the construction work (A space around the size of bldg1876 would be ideal).

During performance the contractors will have access to the entire playground site.

Unfortunatly, CES does not have other available storage or warehousing sites available.

Is water and electricity for construction provided free of charge at a location near each construction site?

Contractor may utilize water and electricity if available at the site.

At a location near each construction site, are there any toilets which can be used during the construction period?

There are no public toilets are available near the work sites.

Please tell us about notifying the constructions to the public. The selected contractor will place entry restriction signs such as nets and ropes around the work area, but is our understanding correct that advance notification to the general public in the surrounding area will be handled by the U.S. government?

The USG will provide notice of closure to the general public however the selected contractor will be responsible for restricting the work area with appropriate safety equipment/signage.

Would it be possinble to provide the selected contractor with the land survey drawings and related data?

Please specify what specific data you are requesting.

Please tell us about the details of site preparation. The selected contractor will perform the surface finish of rubber chips. Can we assume that the sub-base layer underneath—asphalt, crushed stone, sand (for frost protection), and excavation/earthwork—will be performed by the U.S. side?

Yes, the USG will handle appropriate sub-base layer preparations.

Please tell us about the foundations of the play equipment.

Assembly, installation, and leveling of the play equipment itself will be performed by the selected contractor. Can we assume that the concrete foundation work for new play equipment and backfilling will be performed by the U.S. side?

Not all area has a concrete base layer. For instance, it was observed at site visit at the Airplane Park that some areas had no concreate below the rubber mats.

Please tell us about the removal of existing play equipment. Can we assume that the installed existing play equipment will be removed by the U.S. side, including its foundations, without affecting the installation of new equipment?

Yes, the USG will remove the existing play equipment and ground surface.

Please tell us about the removal of existing play equipment. Can we assume that the installed surface material (rubber surface tiles) will be removed by the U.S. side without affecting the installation of new equipment?

Yes, the existing rubber surface tiles will be removed by the USG.

It is understood that the site preparation will be handed by the U.S. government, but will the surface of the ground be flat and not to be a rough surface?

Yes, the surface of the ground will be flat.

What procedures are required when using crane trucks or aerial work platforms (boom lifts)?

For example;

1) Is an application required when entering/using the U.S.

military base?

2) Is an application required for workers/vehicles?

The selected contractor will be given guidance on the proper procedures for requesting base access for both employees and equipment. There is a specific form that will be needed for crane operations.

However, the customer and Contracting Office will provide information to assist as needed.

Could crane park on the road side right next to the park and do the construction(installation) work?

Yes a crane could be parked on the road side next to the project site however vehicle restriction (ropes/cones/signs) would be the responsibility of the selected contractor.

During the construction period, is there a space within/near the site some heavy machineries can be parked overnight after daily work ends?

Yes, contractor will need to coordinate ahead, advising on the proposed location.

Is there a parking space for worker vehicles? There are available parking locations near both sites

Heavy equipment, such as cranes and aerial platforms necessary for assembling and installing play equipment, will enter the site via internal access roads. We plan to protect the grasses and sidewalks within the facility.

Our question is; Are there any vehicle weight limits on the internal access roads?

No there are no vehicle weight limits on internal access roads.

At Airplane Park, is it acceptable to temporarily remove the fences around the park for access and restore it after the work is complete? We assume there is no opening large enough for heavy machinery to enter.

Yes, the selected contractor would be able to temporarily remove a section of the fence to allow access for needed equipment. If removed, the selected contractor would be required to reinstall the removed sections of the fence to its preexisting state.
