About this opportunity
USDA Animal and Plant Health Inspection Service intends to solicit a sole-source contract with GERSTEL, Inc. (UEI: ZNMCGLQEMD5) for purchase and installation of two CEM Oracle 6 fat and moisture analyzers under FAR Part 12 procedures, with capability statements due by July 20, 2026. This is a total small-business set-aside.
One analyzer will be installed at the National Science Laboratory in Gastonia, North Carolina; the other at the facility in Blakely, Georgia. The instruments perform moisture and fat determination in food samples using AOAC method 2008.06 (microwave and nuclear magnetic resonance analysis), a requirement specified by NSL clients and standard in analytical chemistry and food laboratory operations.
The Government's sole-source justification identifies the Gerstel FREESTYLE Immunoaffinity Column Sample Preparation Robotic System as the only instrument worldwide providing the required combination of automated robotic sample preparation, aflatoxin analysis in peanuts and peanut products, purpose-built turnkey design, peanut-validated immunoaffinity columns, and fully automated extract-to-HPLC workflow with demonstrated high sensitivity and reproducibility. Market research examined Waters AflaTest WB, JASCO AFLAKING, and Tecan/Hamilton/Gilson SPE robots but found none provided the specialized solution.
Although noncompetitive, all responsible sources may submit quotations or capability statements by July 20, 2026 for Government consideration. The Government reserves discretion to conduct competitive procurement based on responses and assumes no responsibility for response costs.
Responses and questions should be directed to Latisha Hollman at Latisha.A.Hollman@usda.gov.

This scientific equipment is used for the determination of moisture and fat content in food sample using the American Association of Analytical Chemists (AOAC) method 2008.06 “Moisture and fat in meats. Microwave and nuclear magnetic resonance analysis”. It is widely used in analytical chemistry and food laboratories. This method is specifically required by NSL clients.
This notice is not a competitive solicitation. However, all responsible sources may submit a quotation or capability statement, which will be considered by the government. Any party that believes it can meet this requirement should provide a capability statement for the Government’s review.
