About this file
This is a Statement of Work (SOW) for the purchase and installation of a Gerstel Freestyle Robotic System at two National Science Laboratory (NSL) locations. The presolicitation notice indicates the government intends to award a sole source contract to GERSTEL, Inc. (UEI: ZNMCGLQEMD5) under FAR Part 12 procedures for commercial items. The acquisition requires the purchase and installation of two CEM Oracle 6 fat and moisture analyzers—one unit at the NSL facility in Gastonia, North Carolina, and one at the NSL facility in Blakely, Georgia. These instruments will be used for determining moisture and fat content in food samples using the American Association of Analytical Chemists (AOAC) method 2008.06, which is specifically required by NSL clients and is standard in analytical chemistry and food laboratory operations.
The contracting agency is the Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services. Although this is a sole source procurement, the government has issued a presolicitation notice allowing all responsible sources to submit quotations or capability statements for consideration by July 20, 2026. Responses and inquiries should be directed to Latisha Hollman at Latisha.A.Hollman@usda.gov. The government reserves the right to determine whether to conduct a competitive procurement based on responses received and assumes no responsibility for costs incurred by respondents to this presolicitation notice.

Statement of Work Project
Purchase and installation of a Gerstel Freestyle Robotic System with SPE module for automatic immune affinity column (IAC) sample cleanup, concentration and preparation.
General Information
1.0 Scope of Work
The Contractor shall deliver one Gerstel Freestyle Robotic system to , 6567 Chancey Mill, Blakely, GA 39823. Delivery includes install of the instrument and training for employees.
2.0 Background
National Science Laboratory-Blakely (NSL-B) is the reference USDA laboratory for aflatoxin levels in nuts and nut products. It is essential that the laboratory maintain scientific support capabilities for nuts that are covered under AMS Marketing Agreements and Orders (MA&O). Additionally, the NSL-Blakely provides AMS Commodity Procurement with scientific support and testing of USDA purchased nut and nut products that include aflatoxin level requirements. Nuts and Nut products analyzed include Pistachio, Almonds, Peanuts, Walnuts, Hazelnuts (Filberts), Pecans and Peanut Butter. National Current procedures for aflatoxin sample preparation require cleanup, concentration and preparation using IAC columns. This cleanup requires several manual steps that must be performed carefully and methodically. The Freestyle Automated IAC column robot can perform these tasks repeatably and unattended. Addition of this equipment will automate and modernize aflatoxin analysis improving service to stakeholders.
