About this opportunity
The Federal Emergency Management Agency (FEMA) Preparedness Section is procuring a 40-foot storage container along with comprehensive transportation, installation, and modification services to support facility downsizing efforts in the US Virgin Islands. The procurement encompasses purchasing a new container, managing complete door-to-door logistics from mainland vendor to St. Thomas including ocean freight and customs clearance, and providing crane services for final placement at the FEMA Bunker Complex. Additional requirements include insulating the container interior to at least R-4 value and installing a solar-powered ventilation system, with the container to be anchored on an existing concrete foundation slab. The contract will be awarded on a best value basis considering technical specifications (particularly transport logistics), past performance from similar contracts within the last three years, and price reasonableness through comparative analysis. Questions were due September 3rd at 5 PM EST, with proposal submissions due September 8, 2025.
This solicitation is designated as a total small business set-aside under NAICS code 332439 (Other Metal Container Manufacturing) with a size standard of 600 employees. The contract includes three distinct line items: container purchase, comprehensive shipping and freight services, and labor/materials for insulation and ventilation system installation. Performance must be completed within 120 days, with container acquisition required within 90 days and final installation subject to FEMA inspection before the performance period concludes. The work will be performed at the FEMA St. Thomas Bunker Site located at 35 Mosquito Point-Grambokola Hill Drive, Charlotte Amalie West, St. Thomas, USVI, with the container positioned at specific GPS coordinates (18.327140, -64.963416) next to an existing 20-foot white container. This procurement supports FEMA Region 2's closure of three warehouses by December 2025, requiring secure storage for residual equipment.

Q&A:
Q: Can we insulate the container at our shop and ship it insulated or will the insulated need to be done on site?
A: Either
Q: Should the container have one door or two doors?
A: Should be a typical container with 2 doors.
Q:Should it be the standard 8-foot height, or a 9-foot high cube?
A: Eight feet is fine.
Q: Does FEMA require the container to be ISO-certified (CSC plated), and must it be U.S.-manufactured, or are foreign-manufactured containers acceptable under Trade Agreements if they meet all specifications?
A: FAR Clause 52.225-1 Buy American-Supplies applies to this solicitation
Q: Could FEMA confirm that the delivery address is the FEMA Office Bunker, 35 Mosquito Point, Charlotte Amalie West, St. Thomas, USVI 00802, and clarify the exact placement point within the site?
A: FEMA St. Thomas Bunker Site, 35 Mosquito Point-Grambokola Hill Drive, Charlotte Amalie West, St. Thomas, USVI 00802. Should be placed on existing foundation slab next to the white 20-foot container (exact coordinates are: 18.327140, -64.963416). Can be anchored to the existing concrete slab.

A: FEMA has no permits. The container is not oversized. Vendor to arrange all necessary actions to get the container from port to the Bunker.
Q: Will FEMA provide a cleared laydown area at Mosquito Point, or is site prep (grading/clearing) part of the contractor’s scope?
