About this file
This document is a Technical Evaluation Factors document for a FEMA storage container procurement in the U.S. Virgin Islands (USVI). The solicitation seeks a fixed-price task order for purchasing, transporting, and installing a storage container for a USVI St. Thomas bunker, with the award to be made on a best value basis considering three key factors: Technical Specifications, Past Performance, and Price. Technical requirements include detailed transport logistics from mainland to St. Thomas, including routing plans, port coordination, ocean freight management, intra-island transport, and site installation procedures. Offerors must provide two past performance examples from contracts completed within the last three years, demonstrating similar product delivery capabilities. The price proposal will be evaluated for reasonableness through comparative price analysis techniques, with unit prices and discounts assessed to ensure fairness. The solicitation is issued by the Federal Emergency Management Agency (FEMA) Preparedness Section, with questions due by September 3rd at 5 PM EST.

Evaluation Factors The Government will award a fixed-price task order resulting from this solicitation to the Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This procurement is being conducted in accordance with the procedures of Federal Acquisition Regulation (FAR) Subpart 13.5. The acquisition will be a best value contract. Offerors are cautioned that award(s) may not necessarily be made to the lowest priced proposal.
The Government will evaluate proposal submissions based on the following evaluation factors, listed in descending order of importance:
Factor 1 – Technical Specifications Factor 2 – Past Performance Factor 3 – Price All non-price factors, when combined, are slightly more important than price.
Factor 1: Technical Specifications While utilizing a New Container provide the following:

b. Port Coordination and Container Handling
i. Demonstrate experience with the applicable clearances’ requirements for port entry and bill of lading as well as container handling procedures and safety measures.
2. Ocean Freight – Mainland to USVI St. Thomas
a. Offeror shall provide Vessel Type in addition to the Weather and Risk Mitigations that shall be implemented if certain events occur.
b. Offeror shall demonstrate compliance with U.S. Cost Guard regulations during Ocean Freight shipments.
3. Intra-Island Transport – USVI St. Thomas to St Thomas Bunker

b. Offeror shall demonstrate ability to maneuver through access constraints and any applicable permits.
4. Site Installation and Anchoring
a. Offeror shall demonstrate experiences in accessing site conditions and how to anchor once reaching destination along with the various installation methods that would apply.
Factor 2: Past Performance Offerors shall provide two (2) past performance examples on recent and relevant contracts for the same or similar requirements to the services under the SOW. Past performance must be from contracts completed within the last three (3) years or from contracts that are currently in progress. The provided past performance examples should demonstrate performance in delivering similar products.
FEMA reserves the right to utilize past performance information other than the information submitted with the quotations received in conducting the evaluation such as CPARS.
Factor 3: Price The price proposal will be evaluated for price reasonableness through comparison with other proposed prices and may include other price analysis techniques.
The price proposal will not be given a confidence rating, but unit prices and discounts will be evaluated to ensure prices are fair and reasonable.
