About this file
This is a Statement of Work (SOW) for the Federal Emergency Management Agency (FEMA) detailing the purchase and delivery of a 40-foot storage container to the US Virgin Islands. The procurement is part of FEMA Region 2's facility downsizing effort, with the container needed to store residual equipment from three warehouses being closed by December 2025. The comprehensive acquisition process involves five key steps: purchasing the container, transporting it from the vendor to a departure seaport, shipping by sea to the US Virgin Islands, transporting from the port to the FEMA destination, and final unloading and placement using crane service.
The SOW specifies detailed requirements for the vendor, including acquiring a new container, managing all transportation logistics, clearing customs, positioning the container at the FEMA Bunker Complex on St. Thomas, and completing additional site-specific tasks such as container insulation, installing a solar-powered ventilation system, and anchoring the container. The contract has a 120-day performance period, with critical deliverables including container acquisition within 90 days, identifying a project manager at contract award, meeting with FEMA to determine container placement, and completing final installation and inspection before the period of performance ends. The solicitation was issued by FEMA's Preparedness Section, with questions due by September 3rd at 5 PM EST.

1.0 GENERAL
1.1 BACKGROUND
The Federal Emergency Management Agency (FEMA or Government) provides response and recovery operations to the Territory of the United States Virgin Islands (USVI) in reaction to or in anticipation of a significant environmental disaster or other significant emergencies. FEMA equipment is pre-positioned on the islands of St. Thomas (STT) and St. Croix (STX) in the US Virgin Islands to facilitate immediate response to disasters or emergencies. FEMA Region 2 will be downsizing its facility footprint in the USVI by closing 3 leased buildings by December 2025. This will save the Government more than $1 Million in lease payments. Facilities to close are Sunny Isle JRO, the Roebuck Warehouse and the Crosswinds Warehouse. Some residual equipment currently in those warehouses will need to be retained on the islands. The container is needed to support the storage of that equipment. This will be a 5-part acquisition process: (1) Purchase; (2) transport from container vendor to departure seaport; (3) transport by sea to USVI; (4) transport from VI port to FEMA destination; (5) unload container & place with Crane Service.
1.2 SCOPE
The Vendor shall be responsible for all actions, efforts, regulation compliance and fees encountered with the tasks necessary to buy, deliver and furnish the 40-foot container to the desired location on St. Thomas. The vendor will complete all the comprehensive efforts necessary to comply with the requirements of this SOW. The Vendor will accomplish the following tasks at a minimum and any additional efforts needed or alternate tasks that result in the furnishing of the container as described in this SOW.
1.3 OBJECTIVE
This Statement of Work (SOW) describes the requirement to solicit a multi-disciplined vendor to perform a one-time purchase and delivery of a new 40-foot container. The vendor shall be responsible for all components regarding the acquisition of the container from a supplier and coordinating all aspects of the multiple types of delivery. The results of these efforts will provide the placement of this 40-Foot container on a designated location (TBD) at the FEMA Bunker Complex at Mosquito Point on the island of St. Thomas, USVI. Once the container has been placed on the Bunker site, the vendor will insulate the container with the typical container insulation kit. The final step will be to install a solar powered ventilation system on the container and anchor it to the Bunker site.
