About this opportunity

The Bureau of Reclamation, an agency within the Department of the Interior, is seeking vendors to inspect, repair, and commission pumps 2, 4, 5, and 6 at the Folsom Pumping Plant in Folsom, California. This sources sought notice is a market research effort to determine potential contractors for a specialized pump repair project. Interested firms must submit a capability statement by December 20, 2024, at 10:00 a.m. Pacific Time, demonstrating their ability to meet the requirements. The response should include previous experience with similar work, personnel qualifications, and the firm's business size status (such as small business, 8(a), HUBZONE, etc.). Evaluation criteria will likely focus on technical capability, experience with similar-sized horizontal centrifugal pumps, and the ability to perform comprehensive pump repair and commissioning services.

The procurement does not have a specific set-aside designation, indicating open competition for all qualified vendors. The performance work statement requires the contractor to have an in-house machine shop within 200 miles of the facility, unless they are the original equipment manufacturer. The project involves sequential repair of four pumps, with each pump requiring completion within 28 days of the previous pump's repair. Contractors must provide spare wear rings and bearings for all pumps and offer a one-year warranty on parts and labor. The pumps range from 250 to 800 horsepower and are critical for water supply to Folsom, Roseville, and the San Juan water district. While no specific award value is mentioned, the complexity of the work suggests a significant contract that requires specialized industrial maintenance expertise.
