About this opportunity
The Defense Threat Reduction Agency (DTRA) Public Affairs Office is conducting market research through a Request for Information (RFI) to identify vendors capable of providing public affairs, media relations, and multimedia production services. DTRA-PA seeks to enhance the Agency's ability to communicate its mission, activities, and achievements to internal and external stakeholders, including the public, media, interagency partners, and international allies. Key requirements include assembling a team of security-cleared professionals across six labor categories: Senior Copy Editor, Senior Webmaster, Scriptwriter, Digital Content Creator, Senior Media Manager, and Narrator Voice Over. All interested vendors must have experience working in the Department of Defense space and possess a DoD SECRET clearance. This RFI does not utilize specific evaluation criteria; rather, it serves as a market research tool to gauge vendor capabilities before the formal solicitation is released. Responses to this RFI were due by December 5, 2025, though this deadline has now passed as of the current date.
This is a Competitive 8(a) set-aside opportunity, with the RFI specifically targeting socio-economic 8(a) vendors while remaining open to other small businesses. According to the Q&A amendment issued on December 3, 2025, this represents a completely new requirement with no incumbent contractor currently performing this work. The government anticipates hiring one Full-Time Equivalent (FTE) per labor category, indicating a six-person team structure for the proposed effort. No specific award value or budget range has been disclosed in this pre-solicitation notice. The formal solicitation (HDTRA1-26-R-0014) with detailed requirements and pricing information is expected to follow, building upon the market research insights gathered through this RFI process.
