About this opportunity
The United States Patent and Trademark Office intends to sole-source a firm fixed lease contract for approximately 500 additional parking spaces in the "West Garage" at 550 Elizabeth Lane, Alexandria, Virginia, connected to the USPTO Alexandria Campus, with award anticipated as soon as practicable to LCOR ALEXANDRIA LLC (UEI: NDP7EMB48KJ7). The USPTO is exercising its unique procurement authority under the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A) and the Patent and Trademark Office Acquisition Guidelines, using the Alternative Competition Method, which exempts the agency from standard federal procurement statutes and FAR requirements. The requirement is classified urgent to support implementation of the Department of Commerce plan requiring the majority of USPTO employees to return to in-person work at the Alexandria Campus. Existing parking arrangements at other facilities near the campus are at capacity; the West Garage is the sole remaining facility connected to the campus with the required number of additional spaces at reasonable cost. This is not a request for competitive proposals and no public solicitation will be issued. Written questions must be submitted via email to Christopher Ward (Christopher.ward@uspto.gov) or Yen Nguyen (yen.nguyen@uspto.gov) no later than 9:00 AM ET on Friday, July 10, 2026.
