About this file
This is a Patent and Trademark Office Acquisition Guidelines (PTAG) Intent to Sole Source notice for a parking lease requirement.
The United States Patent and Trademark Office (USPTO), Office of Administrative Services, is procuring approximately 500 additional parking spaces in the "West Garage" located at 550 Elizabeth Lane, Alexandria, Virginia 22314, which is connected to the USPTO Alexandria Campus at 600 Dulany Street. The requirement is classified as urgent and driven by the need to support the Department of Commerce plan implementing the Presidential Memorandum "Return to In-Person Work" and Executive Order 14343, which requires the majority of USPTO employees to return to the Alexandria campus offices. The USPTO has identified LCOR ALEXANDRIA LLC (400 Dulany Street, Alexandria, VA 22314-5773; UEI: NDP7EMB48KJ7) as the sole contractor capable of providing these spaces immediately and connected to the campus. Existing parking arrangements with other facilities near the campus are already at capacity, and the West Garage is the sole remaining facility connected to the campus with the required number of additional spaces at a reasonable cost. The procurement will utilize the Alternative Competition Method under PTAG and the Patent and Trademark Office Efficiency Act 35 U.S.C. § 2(b)(4)(A), which exempts the USPTO from numerous procurement statutes and FAR requirements. The intended award vehicle is a firm fixed lease contract. Questions regarding this notice must be submitted in writing via email by 9:00 AM ET on Friday, July 10, 2026, to Christopher Ward (Christopher.ward@uspto.gov) or alternate point of contact Yen Nguyen (yen.nguyen@uspto.gov). No phone calls will be accepted. This notice is not a request for competitive proposals, and no public solicitation will be issued.
