About this file

This is a Patent and Trademark Office (PTAG) Intent to Sole Source notice for an urgent parking lease requirement. The United States Patent and Trademark Office, Office of Administrative Services, seeks to lease approximately 500 additional parking spaces in the "West Garage" located at 550 Elizabeth Lane, Alexandria, VA 22314, connected to the USPTO Alexandria Campus at 600 Dulany Street. The procurement has been identified as an urgent requirement to support the Department of Commerce plan implementing the Presidential Memo "Return to In-Person Work" and Executive Order 14343, which requires the majority of USPTO employees to return to in-person office work at the Alexandria Campus.

The USPTO intends to negotiate and award a firm fixed lease contract with LCOR ALEXANDRIA LLC (400 Dulany Street, Alexandria, VA 22314-5773; UEI: NDP7EMB48KJ7) as the sole contractor. The justification for sole sourcing cites that existing parking arrangements with other facilities are at capacity and the West Garage is the sole remaining facility connected to the campus with the required number of additional spaces at reasonable cost. This procurement is conducted under the Patent and Trademark Office Efficiency Act 35 U.S.C. § 2(b)(4)(A) using the Alternative Competition Method, which exempts the USPTO from standard federal procurement statutes and FAR requirements. Questions regarding this notice must be submitted in writing via email to Christopher Ward (Christopher.ward@uspto.gov) or Yen Nguyen (yen.nguyen1@uspto.gov) no later than 9:00 AM ET on Friday, July 10, 2026. This is not a request for competitive proposals and no public solicitation will be issued.
