About this opportunity

The Department of the Air Force Materiel Command Installation and Mission Support Center is seeking a contractor to develop, produce, and deliver two high-quality audio-visual training products focused on psychological health readiness: iCover and BH GEAR. The iCover video will involve editing an existing open-source training video from the Walter Reed Army Institute of Research by removing Army branding and incorporating Department of the Air Force logos and messaging. The BH GEAR video requires new filming to convey mental health assessment and intervention training for non-mental health medical personnel across eight topic areas of 10-15 minutes each. Both videos must meet documentary-style production standards comparable to PBS or BBC quality, include closed captioning and accessibility compliance, and support the Air Force's mission to promote mental wellness and resilience among airmen, families, and support personnel. The contractor will be responsible for all aspects of production including concept development, scriptwriting, storyboarding, filming, editing, motion graphics, and audio mixing, as well as obtaining all necessary talent releases, music licenses, and footage clearances. This is a performance-based, non-personal services contract awarded on a Firm Fixed Price basis, with the formal Request for Proposal anticipated to follow this sources sought notice.

This opportunity is not designated as a set-aside contract. The contract will be awarded between late May and early June 2026, with finished products required by January 1, 2027, providing the contractor approximately eight months to complete all deliverables. Specific budget and funding ceiling information has not been disclosed at this time. Key deliverables include a Project Plan of Action and Milestones within two weeks of award, treatment documents within four weeks, scripts and storyboards within six weeks, rough cuts within eight weeks, final cuts within nine weeks, and archived high-definition copies within 60 calendar days of final product completion. The contractor must maintain a 95 percent minimum staffing fill rate with no vacancy exceeding ten calendar days, submit monthly status reports by the 10th of each month, and provide bi-weekly updates to the Contracting Officer Representative. All work shall be performed during normal business hours (7:30 AM to 4:30 PM Monday through Friday) at the contractor's facilities, with the government providing the editable iCover source files in Premiere Pro and After Effects formats.
