About this file

This is a Performance Work Statement (PWS) for Air Force Medical Command's Psychological Health Readiness Training contract (FA800326Q0004). The Contractor shall develop, produce, and deliver two high-quality audio-visual products: (1) iCover and (2) BH GEAR. The iCover video involves editing an existing open-source training video provided by Walter Reed Army Institute of Research, removing all U.S. Army branding and replacing it with Department of the Air Force logos and language, with deliverables including one main video for regular viewing and one formatted for online streaming. The BH GEAR video requires filming new content that conveys mental health assessment and intervention training for non-mental health medical personnel, covering eight topic areas of approximately 10-15 minutes each, also with regular viewing and online streaming formats. Both videos must be professionally produced to documentary-style standards comparable to PBS or BBC, include closed captioning and accessibility compliance, and support the DAF's mission to promote mental wellness and resilience among airmen, families, and support personnel.

Key deliverables and timelines include: Project Plan of Action & Milestones (CDRL A002) within two weeks of award; Treatment documents (CDRL A003) within four weeks; Scripts and storyboards (CDRL A004) within six weeks; Rough cuts (CDRL A005) within eight weeks; Final cuts (CDRL A006) within nine weeks; and archived high-definition copies including B-roll (CDRL A007) within 60 calendar days of final product completion. The Contractor must also submit monthly status reports by the 10th of each month and bi-weekly updates to the Contracting Officer Representative. Performance standards address maintenance of required staffing levels (95% minimum fill rate with no vacancy exceeding 10 calendar days), timely and accurate submission of all deliverables (with 100% inspection), and effective program management with proactive issue identification and communication. Work shall be performed at the Contractor's facilities, with normal duty hours 7:30 AM to 4:30 PM Monday through Friday, excluding federal holidays. The Contractor must obtain all talent releases, music/footage licenses, and clearances to ensure the Government receives unlimited worldwide, royalty-free usage rights.
