About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), operating under the Department of the Navy Naval Supply Systems Command, is conducting market research through this pre-solicitation notice to identify potential contractors for an upcoming Forklift Leasing Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement seeks comprehensive forklift leasing services including equipment delivery, maintenance, inspection, and emergency repair support across multiple facility locations in the Bremerton area. Key requirements include the provision of four forklift categories (3-ton, 7-ton, 10-ton, and 17-ton capacity units) with specified configurations, diesel fuel systems, automatic transmissions, and OSHA/ASME-compliant attachments. The contractor must meet stringent service level agreements including 24-hour repair response times, replacement unit provision within 24 hours for unscheduled repairs, and scheduled maintenance with four-day advance notice. Responses to this sources sought are due by May 13, 2026, though this is a pre-solicitation notice for market research purposes only and does not constitute a formal solicitation or commitment to award.

This procurement is not restricted to any particular business size category at this time, though the government may elect to set aside the requirement for small business concerns in full or in part once market research is complete. No incumbent contractor information or specific award value has been disclosed in this pre-solicitation notice. The contract is anticipated to commence on November 1, 2026, and will run through October 31, 2031, representing a five-year ordering period for the lease of industrial materials handling equipment. The NAICS classification is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing), and the PSC code is W039 (Lease Or Rental of Equipment – Materials Handling Equipment). Interested contractors should monitor the Government-Wide Point of Entry (GPE) for the formal solicitation announcement, as responses to this sources sought are voluntary and will not be returned to respondents, nor does non-response preclude participation in future solicitations.
