About this opportunity

The Department of the Navy's Naval Facilities Engineering Command Southwest (NAVFAC SW) is seeking Post Award Construction Services (PCAS) and Field Consultation During Construction (FCDC) for an Aircraft Fuel Truck Refuel Facility at Camp Wilson, Marine Corps Air Ground Combat Center in Twentynine Palms, California. The procurement will be conducted as a sole source contract under Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), with The Engineering Partners, Inc. identified as the sole responsible source capable of meeting agency requirements. The government will evaluate potential alternative sources during a response period ending on May 23, 2025, at 3:00 PM Pacific Time, with interested parties invited to submit responses via email to Kelli Cox. The contract will utilize NAICS code 541330 for Engineering Services and Product Service Code C219 for Architect and Engineering services. Potential respondents should be aware that the government retains discretion to determine whether to open the requirement to full competition based on responses received.

The contract is not set aside for any specific business category and will be awarded as a Firm Fixed Price procurement. The anticipated award date is July 15, 2025, with a performance period of 100 working days after contract issuance. The Engineering Partners, Inc. was selected due to their prior involvement in developing the original Design-Bid-Build construction package, including detailed plans, specifications, and cost estimates for the fuel system infrastructure. While a specific contract value was not explicitly stated, the size standard for the NAICS code is $22.5 million. The contract's complexity stems from the specialized nature of the fuel system equipment and infrastructure, with the government arguing that alternative contractors would require substantial rework and potentially introduce safety risks if selected to complete the project.
