The contractor will be responsible for installing and maintaining comprehensive alarm systems for 24 embassy residences, including central alarm panels with minimum 5 zones, LED keypads, radio reporting, electrical connections, battery backup, glass break sensors, motion detectors, panic buttons, and interior/exterior sirens with strobe lights. The contractor must also provide 24/7 monitoring services, maintain a base operations center, respond to alarm activations within 10 minutes, and provide monthly incident reports. The solicitation will be evaluated using a tradeoff/best value approach, where technical merit and past performance are significantly more important than cost when combined. A pre-proposal meeting is scheduled for October 8, 2025 at 10:00 local time at the Embassy compound, and quotations are due October 28, 2025 at 17:00 local time.
This solicitation contains conflicting information regarding set-aside designations, with one document indicating no set-aside and another stating it is set aside for small businesses. No incumbent contractor is identified in the solicitation documents, and no specific contract values or budget ranges are disclosed. The contract structure includes a base period of twelve months beginning March 1, 2026, followed by four one-year option periods, though one document references only two option years. All work will be performed at the U.S. Embassy compound in Mbabane, Eswatini, with Value Added Tax (VAT) of 15% applied separately to the contract pricing.
