About this opportunity
The Department of State issued this Special Notice on February 5, 2026, for the supply, installation, and commissioning of a fountain water feature system at the U.S. Embassy's Temporary Chancery Arrival Plaza in New Delhi, India. This is a civilian agency solicitation classified under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC N045 (Installation of Equipment—Plumbing, Heating, and Waste Disposal Equipment). The solicitation is not set-aside and represents a single contract opportunity for qualified contractors. The opportunity was posted on February 5, 2026, with proposals due by 1700 hours (India Time) on February 12, 2026, providing a one-week submission window for interested parties.
This amendment extends the original submission deadline and provides clarifications through a Questions and Answers section addressing 25 contractor inquiries regarding technical specifications and material substitutions. The project encompasses all mechanical, electrical, and plumbing work associated with the fountain installation, including pump systems, filtration, LED lighting, control systems, and associated piping infrastructure, with a total period of performance of 60 days on-site. Eligible contractors must demonstrate relevant experience with similar fountain or water feature projects completed within the last five years in India's National Capital Region for high-profile or international clients, provide evidence of financial strength, and comply with security clearance requirements and local licensing obligations. Proposals are evaluated on a fixed-cost basis with payment structured in three milestones: 40% upon material delivery, 30% at installation and commissioning, and 30% at final handover. Contractors must submit pre-proposal site visits 10 days prior to award and pre-construction submittals within 7-15 days of contract award, with material delivery required within 15 days and substitution requests requiring written submission at least two weeks prior to the proposal date.
